Sex offender charged with lewd act on 11-year-old girl in...

Joel S. Reimer, 37, who runs Lifers Union Advocacy Group from the Special Commitment Center on McNeil Island, sexually violated a seven-year-old boy in 1982 at age 13. He also raped and assaulted a 13-year-old boy at age 16 in 1985–just two weeks after being released for the previous crime. He also molested a 12-year-old girl in 1990 at age 21–less than a month after being released on the rape charge. The Longview native was civilly committed to the state’s Special Commitment Center in 1992 as the 10th man sent there. He was the first from Cowlitz County. He successfully sued the state, claiming he didn’t receive adequate mental-health treatment in the original Special Commitment Center. The center was located inside two state prisons before the opening of the current facility on McNeil Island in 2005. He won a $10,000 settlement, but not his freedom. Yes, the men who operate Lifers Union Advocacy Group are sexually violent predators, the worst of the worst, men like Kevin Coe, the South Hill Rapist, Richard Roy Scott the untreated child rapists who, if released in the morning would be raping before night fall. Chris and Anthony have both been playing for about 10 years, and met while incarcerated at the Special Commitment Center in Washington State. Initiated approximately a year and a half ago, this album reflects the growing public awareness of such topics as spousal abuse (Bruised) and dysfunctional families (Reap The Whirlwind). It is difficult to attribute a particular style to E.Y.B. Drawing on a mixture of Floyd-esque melodies, blues riffs, and alternative rhythm styles, E.Y.B. defies genre labeling. Death for Sex Offenders Texas could sentence some hardcore child molesters to death under a bill given preliminary approval Monday by the state House of Representatives. In a bill designed to crack down on sex offenders who repeatedly prey on children, the House voted to create a new category of crime — continual sexual abuse of a young child or children — that carries a minimum of 25 years to life in prison and possibly the death penalty for a second offense. The bill represented a compromise after the House delayed a vote on a broader death penalty provision over constitutional concerns and worries it might lead some molesters to kill their victims. Lawmakers said they talked with district attorneys, defense lawyers and victim advocacy groups before coming back for a vote on Monday. “This bill is supposed to go after the true pedophiles ... the worst of the worst,” said Rep. Dan Gattis, R-Georgetown, a Republican and former prosecutor who drafted the compromise. “Nothing we do will be more important,” Rep. Debbie Riddle, R-Tomball, who filed the original bill, said before the 118-23 vote of approval. The bill still must get a final vote before going to the Senate, which is considering a similar measure. The bill is named Jessica’s Law after Jessica Lunsford, a Florida girl who was abducted and killed. More than a dozen states have passed versions of Jessica’s Law to crack down on sex offenders and Gov. Rick Perry has deemed passage of a child sex offender bill a legislative emergency. The Texas version would make the Lone Star State the sixth to allow some child sex offenders to be sentenced to death, although some legal experts question whether it is constitutional to use the ulimate penalty in cases where the victim did not die. In 1977, the U.S. Supreme Court threw out the death penalty in a Georgia rape case. Louisiana has one inmate on death row in a child sex crime but the case is still subject to appeals in state and federal courts. The House bill defines continuous sexual abuse of a young child as more than one sex act committed against a victim younger than 14 over a period of 30 days or more. The first offense would carry 25 to 99 years in prison. If an offender was released and later convicted of the same crime again, he or she would face life without parole or the death penalty. Lawmakers created a “Romeo and Juliet” exception to avoid prosecuting a situation that might be a high school romance, such as a 17-year old senior and a 13-year-old freshman engaging in consensual sex. That could still be punishable under statutory rape laws, but not the new, harsher continual assault law. The bill also removes the statute of limitations for many sex crimes against children, including indecency with a child and aggravated sexual assault. Malcolm Ross, Assistant Attorney General with the AG’s Sexually Violent Predator Unit, won his fourth civil commitment case this year, preventing a multi-victim sex predator from returning to society. Late Monday, July 17, after a little more than an hour of deliberation, a Snohomish County jury ordered the civil commitment of Garth Snively. Snively, 57, was convicted of three sexually violent offenses against children and, prior to treatment, confessed in an interview that he had as many as 100 victims Snively will be held indefinitely in total confinement at the state’s Special Commitment Center on McNeil Island. He may not be released either until his condition has so changed that he no longer meets the definition of a sexually violent predator, or until the court orders his conditional release to a less restrictive alternative placement. “Garth Snively is one of the worst kinds of offender, one who befriends his victims, grooms them then betrays their trust,” said Attorney General Rob McKenna. “It’s because of people like Snively that I worked with our sexually violent predator unit to pass tougher laws against sex predators who harm children. These new laws, coupled with the hard work of assistant attorneys general like Malcolm help make Washington a safer place for our children.” The Attorney General’s Sexually Violent Predator Unit petitioned to have 24 offenders civilly committed in 2005, 25 percent more than in 2004. Of those 24 offenders, the Attorney General’s Office sought to civilly commit in 2005 sexually assaulted a total of 212 victims with an average age of 12. The offenders were convicted of a total of 85 sex offenses, including 60 "sexually violent" or serious hands-on offenses. Offenders ranged in age from 12 to 63 years old and they came from 11 Washington counties, eight other states and several foreign countries. In addition, in 2005, the AGO succeeded in civilly committing 19 offenders as sexually violent predators. This is the highest number of offenders the AGO has ever committed in one calendar year. Based on the unit’s recommendations, McKenna requested and passed a package of sex offender legislation to further protect children and others against sex predators.  (Apr 8, 2007 | post #7)
