No, the transportation secretary does not "control " the funds for infrastructure like roads, sea ports and air ports. This department of state government does http://www.osbm.st ate.nc.us/ There is also one for the Feds http://m.usa.gov/u sa/directory/feder al/office-of-manag ement-and-budget I have demonstrated you don't know Adam from eve and it is appearent to me that you really are not the self made millionaire, as you claimed, but probably one of his lackeys trying to live vainly as if you are that guy. "Consultant Bob Hazel, hired by the city, issued a draft report Thursday that said Charlotte Douglas would be best managed by an authority – a finding at odds with Mayor Anthony Foxx and the City Council. But Hazel also criticized the bill in the General Assembly, saying the legislation should give Charlotte a greater share of seats and allow for more time to transition to an authority. Hazel, however, said the city of Charlotte should not have a majority of authority seats. He said that would jeopardize the authority’s independence.
