Well, seeing as how the inmates run the institution, they probably want to stay there. Right? There's got to be some really big attraction in that joint. hhhmmmmm. The food? "However, it is not know whether the state will be able to use the added space. . . ." Now, here is an interesting dilemma. The state is a client of CCA. The state may renig on a contract with CCA. The inmates are like the students, sent to school by their parents (read, "the state"). Who is to blame in this puzzle? If you answer inmates, go to the head of the class.
