Well, you gotta love this !! Nowhere did I say that this is a bad project. Nor did I say it's a waste of time, tax money, etc. NO I didn't, some other people did, but not me. What I did point out was the fact that they publicized that they would go with the lowest bid. Unfortunately, the majority of cities and counties have this policy written into their rules and regulations. So, what has happened over the years is that certain large developers and contractors have devised complex, double speak, grey area bids that prey on this fact of public works projects. There is enough undefined spec's and conditions so that the contractor, at any time, can stop work and demand more funds, because the agreement that the city signed off on, says the contractor can do this. Amazingly, in your rebuke to my post you complain about: Unpredictability, pots holes, and shoring up the infrastructure with more improvement and construction. HOLD ON ! WAIT A MINUTE ! Duh ???? Don't you think that a lot of this NEEDED road improvement, fixing infrastructure and construction is due to SHODDY OVERPRICED work to begin with. I know a lot of folks can't see beyond their nose and what's happening this very minute. But there is one example after another where this type of thinking resulted in long term ramifications. I am sure we can all think of some quick fix, some grossly over funded project ( take the Bay Bridge in Oakland for example)or some other construction that was budgeted for one price, but ended up costing twice as much and delivering less than 1/2 what was expected. Frankly, build this thing, bring in more money, cus the city needs it to pay for all of it's past mistakes.  (Jul 12, 2010 | post #60)

So they are going to go with the "lowest qualified bid" to find a contractor. As a contractor, let me translate this for you. A large contractor who has been around a while and knows how the game is play, submits a low bid for the work, while leaving many aspects of the job undefined or in a "gray area". When they wind the job and start work, suddenly, all these "gray areas" start to pop up. Guess what ? It's called Change Orders. By the time the "change orders" start adding up, the over all costs of the job far exceed the "low bid" price. Before you know it, this low bid contractor has exceeded the bid's of the highest priced contractors. Gee too bad. When you read about cost over-runs, shoddy work, having to re-build over and over, this is why.  (Jul 12, 2010 | post #3)

So let me get this straight.......... . After over 40 years of liberal Utopian policies and philosophy, the city leaders "sorta kinda" want to get tough. Gee, why is that? Isn't everyone sitting in a Lotus Position, within a harmonious drum drum circle, singing Kumbaya ? Can't we all see, that by having all the diversity of races, nationalities, income levels, mental abilities and legal residence status, that by simply holding hands and visualizing our Auras in compliance with the Universe --- Our little corner of the world has worked out "peachy keen"?. Well I guess not. Pressuring the local police leadership to not pursue: prostitution, petty crimes, drug use, pandering, trespassing, public urination/defecati on, assault, harassment, identity theft, illegal immigration and so forth --- that is if the police chief, captains and lieutenants want to keep their jobs and retirement........ ..The city leaders has opened the Santa Cruz area to all the K-R-A-P in the world to come and stay here. So now, in order to combat the consequences of their own policies, the City has decided to slap a band aid on the side of the Titanic by requiring ID when checking into any one of our fine Hospitality providers. Doesn't matter if it's real or fake, just an ID. Frankly, it's in the best interest of the Hotel/Motel to have proper ID if they need to pursue payment, compensation for damages and to keep the COPS off their back for providing a venue for criminal activity ---- that is of course the city allows the cops to go after any crime (short of murder) at these places. One other thing, if a criminal is on the run, and the local police get information from another department --- the first thing they do is check the shady motels around town for the perp. Looks like there are a couple of things I can comment on here. First: Luther Blisset, 23, is a drooling moron. Thank you teachers union and the public education system. Second, and more importantly, what I see here on the police side is that Mehserle did not get sufficient training. And, he lost control (ie: mental control) in the situation. As an officer, you are taught, over and over, to always maintain control, both physically and mentally. IN this case, he lost his mental control. I can imagine that in his head, he kept saying "pull out the taser and fire it". The problem was, he pulled out his gun and fired it before he discovered his mistake. In the heat of a confrontation, this can happen, but you are trained to maintain control. For Oscar Grant, who the press seems to forget was a twice convicted State Prison con out on parole, it was a night of what he does most often, which is to get into trouble. Fighting, threatening people and being a typical Oakland ex-con druggie, who generously supplied his friends and family with free stolen merchandise and drug money. Did Oscar Grant deserve to die: NO !!! Do I believe it was an accident: YES !! Could this whole scenario been avoided: YES! First by Oscar Grant by staying out of trouble, and, second by Mehserle in not losing his focus and control. Keep in mind that these residents of Oakland feel that the MAN (ie: whitey)is keeping them down, keeps them from getting educated, getting a job, getting what they feel they DESERVED and are ENTITLED to. They've been fed this K -R -A P for 50+ years by Malcolm X, The Blank Panthers, Jesse Jackson, Al Shapton, Ron Dellums and John Burris - lawyer for the Grant Family. These folks cheer when cops are killed by black criminals. But they hold 100,000 dollar funerals when one of their black drug dealer sugar daddies gets a cap in his B-U-T-T. BTW: two black citizens of Oakland where murdered by gunmen during the day of the protest. I didn't hear any protests about that. More info: the news reports say that 75% of those arrested were from outside of Oakland, and most were white.  (Jul 9, 2010 | post #59)

Considering the Capitola Mall's easy driving distance to Watsonville, the increase of low wage earners, large numbers of grown up anchor babies, illegals, and most everyone else that falls into the categories of lower middle class to poverty level. If I was stuck with a large vacant building in a slowly deteriorating mall, I would definitely go "with the flow" of a P -O - S store of some kind that caters to these growing social and income classes. I would start negotiations with a large retail chain store out of Mexico. Or maybe turn it into something like the Jewelery Mart in San Francisco where you have hundreds of small retailers all selling cheap K-R-A-P out of those cardboard boxes right the boat from China. There would be a tremendous demand for all that cheap costume jewelery, lead painted toys, fake Rolex'es, CZ engagement rings and gold plated (ie: gold leaf)wedding bands, etc.  (Jul 8, 2010 | post #38)

So, except for for Norse, Becky's and the City Council members lawns, is there any open space or patch of ground that isn't a homeless encampment ? It seems that at least once a week there is some article about encampments, drug dens, gang turf or some other criminal activity that takes place on what is supposed to be open, clean and attractive public property. I guess it is public for some, but not for others. Others meaning people that DON'T trash it, burn it, c-r-a-p on it, p-i-s-s on it, fight and shoot each other on it, etc. So that pretty much relegates average citizens and tourists to the side walks, paths and other paved areas. OOPS, I forgot, we do have the "homeless ", gang bangers and other trash populating the sidewalks, paths, parking lots and so forth. We got the "SPAM IN A CAN" traveling homeless show in campers, station wagons and cars all along the coastal roads and pathways. Not to mention all the "socially diverse" gang drug dealers engaged in "commerce ". Ok, so I guess that narrows it down to porches and back yards for the average Joe. Oh, C-R-A-P !!! Well this sure seems like a never ending story. Why is that ? The root of all this goes way back. Most of the populations of Mexico and South America are indian. The Incas, Mayans and so forth are long gone. When the Spanish and other Europeans came in, their was some inter-breeding ---- but the elite rulers in these countries can still directly trace their heritage back to Europe ---- BTW, I used to work with these "European " ruling families, and, believe me, they inter-married amongst either other to keep the blood lines as pure as possible. Anyway......Over the course of tens of thousands of years, the native indians evolved so that fertility in females came at a very early age, and, had a propensity to produce as many offspring as possible. Why ?? Because that was the key to survival in a hard and harsh environment where many babies died quickly after childbirth, disease and the environment dramatically shorten life spans. Populations that produced the most children survived, others did not. Now you have the Catholic church coming in with the Europeans, and you have a strong religion that also promotes high birthrates and fertility. The balance between what the environment can sustain and what the population produces is NOW completely out of whack. Thanks to better health care and medicine. The problem is that the indians that comprise most of the illiterate illegals ( meaning to say that they are illiterate in Mexico and are the overwhelming majority of the unemployable lower class)are affected by sicknesses, disease and chemicals that are not addressed by the Mexican government. These factors have the effect of lowering mental and physical development, brain damage, learning disabilities and so forth. Put all this together and that's why you have (and please excuse my language): dumb Mexicans popping out babies like crazy.  (Jul 6, 2010 | post #13)

Wow,this is one HAPPY PERV !! I seen my share of mug shots, but this guy obviously though he heard someone say "smile for the camera". I especially like that cute earring of his. Quite fashionably appropriate. Not only does Santa Cruz have it's own indigenous Perv and Freak Show members, now it's importing them. Pedicabs begin shuttling locals, tourists around Capitola...

First off, kudos for this guy starting a business. Second, it's good that he is employing people that may be out of work or just work as a "hobby". Practically, I see some issues. 1) Capitola Village sits at the bottom of a hill. Except for right downtown, it's either uphill or down hill. 2) It's is jam packed with cars, and, not just on the weekends. The streets are narrow, There is hardly enough room for pedestrians. 3) Expect to see pedi-cab vs car accidents soon. Tourists drive downtown, packing it with cars. They are looking for parking spaces and looking at the shops, the one place they are not looking is the road. With all these distractions, along with pedestrians wandering all over, drivers are not checking for bikes or pedi-cabs. 4) Are they charging per hour or minute ?? I can definitely see the pedi-cabs stuck in all the traffic. Plus, what is it going to cost to hauls a couple of LARD A - S - S, corn fed types from Iowa up the hill (there are four hills)back to their car. 5) The Village is really quite small. I have seen pedi-cabs work in SF down at the Embarcadeo --- but in SF is all FLAT, it's miles to parking, its miles to the attractions, and, the pedicabs are on the really wide side walks, not on the street. So other than the short term uniqueness of it, it is probably faster to walk to where you want in Capitola ( at least in the Village) than it is to sit in a pedicab, in the sun, stuck in traffic and paying for it. 6)How much money for investment does this guy have ?? Is there enough money to keep it going when it's slow or off season ? The liability and accident insurance is not going to be cheap. How about employee comp ?
