That happened in Chicago's 4th Police District. On any given day, you can drive through that entire district, from one end to the other, and see only one or two police cars, on weekends none. Daley: Media Partly To Blame For Oprah's Decision
Richard M. Daley is an old time politician, from a long ago era, ripe for being outsmarted, manipulated and just plain "bamboozled " by modern day financial "whiz kids", from every spot on the planet. Currently, there are probably more than ten proposals on Daley's desk, from people as far away as Uzbekistan, trying to get a "Chicago deal", as sweet as the parking meter and Chicago Skyway deals. Sadly, Daley is not mentally equipped to handle modern finances, capital markets, derivatives, etc. It is a certainty, you will never hear of a "parking meter" type ripoff, under New York City's Mayor Bloomberg.
