Maui Tomorrow supports affordable housing December 21, 2010 Save | Maui Tomorrow recognizes the need for a variety of affordable housing types to provide shelter for Maui's work force and senior citizens. As Realtors like to say, the issue is location, location, location. Affordable housing should be built in or adjacent to Maui's existing towns, where there is a reliable water supply, existing schools and fire stations, and where these affordable units can hook up to existing sewer lines. When developers attempt to build affordable housing in rural or agricultural locations, far from infrastructure, the homebuyers and county taxpayers end up paying for the new schools, highways, fire stations, parks and other public facilities such a project requires. The Maui Island Plan has been recommended by the county Planning Department, the General Plan Advisory Committee and the Maui Planning Commission, with assistance from numerous consultants and hundreds of Maui citizens. This plan includes rural and urban growth boundaries to accommodate planned phased development for the next 20 years. Projects outside these growth boundaries - such as Jessie Spencer's extensive Ohana Kai project proposed for Maalaea - should be rejected, and projects proposed inside the growth boundaries - such as Alexander & Baldwin's Waiale project near Maui Lani, and Michael Atherton's Waikapu project - should be supported. Maui Tomorrow Foundation suggests the county ask Mr. Spencer to help build the affordable housing portions of these two projects rather than building the isolated, inappropriately located Ohana Kai at Maalaea. The developer purchased this land for his project despite opposition from the Planning Department and previous administrations. He hopes to bypass the proposed urban growth boundaries adopted by the General Plan Advisory Committee, which labored for three years to compile the draft Maui Island Plan, and the Maui Planning Commission. Both bodies recommended against the project. Mr. Spencer's complaints about the environmental impact statement process and having to answer thousands of questions show an arrogant, dismissive attitude toward the planning process and the needs and concerns of others whom that process is meant to protect. Spencer Homes has indicated it will seek approval of the project under the STATE'S "fast-track " affordable housing development process, which would exempt Ohana Kai from a number of MAUI county requirements. It's time to let MAUI decide what's good for MAUI.  (Sep 3, 2010 | post #8)

Jesse Spencer of Spencer Homes said this week that his Ohana Kai Village affordable housing project that he is proposing a few miles down the road in Maalaea "will include first class, well-maintained baseball fields, soccer fields and parks." More broken promises?  (Apr 5, 2010 | post #4)

GPAC, the Maui Planning Commission, and the Maui County Planning Department DECIDED NOT TO RECOMMEND THIS PRIOJECT FOR INCLUSION WITHIN AN URBAN GROWTH BOUNDARY (UGB). It was felt by the GPAC, Maui Planning Commission, and the Planning Department that this project is not in a proper location, and that there were numerous other projects which could satisfy general housing and affordable housing needs in better locations. Furthermore, this project would force additional expenses just to service this more remote site; it would result in higher public infrastructure costs; it traverses a needed transit corridor,  (Apr 2, 2010 | post #2)

Taxpayers expected to pay for part of project The proposed Ohana Kai Village project will be very costly to all of Maui taxpayers and to Maui County workers. All because Jesse Spencer is not required to pay for the following: * Maintenance of the project. Because Maui County will have to spend money it does not have on maintenance if this project is approved, county workers will be faced with layoffs, shortened work weeks or nonpaid furlough days to make up for the county's financial shortfall. * Road improvements/maint enance will be required to be done to the existing and already congested streets and highways because of the increased traffic flows from the project. * Vehicle accidents.The increase in property damage, personal injury and fatal injury accidents will surely come with the increased traffic flows. * Additional school buses. * Police Department. * Fire Department. * Sewage/water:The use of an already scarce resource - water - and the possibility of a sewage system failure that would contaminate both the aquifer and Maalaea Bay and the already fragile coral reef. * The aquifer. How long can it supply water to the project and what is its recovery rate, if any? These are just a few of the things that should make Maui County Council think twice before approving this project. Winds wane, allow brush fire to be quelled quickly

The Maalaea fire happened shortly after the burning of the upwind cane fields. The cane burning was during one of the strongest winds reported this year. Seems like cane burning should wait until the wind calms down. Who's in charge here?  (Apr 2, 2010 | post #1)
