Appalachian Power Requests Rate Increase

Appalachian Power filed a request Friday for a 17 percent rate increase which would net about $156 million. According to the Public Service Commission, that's more than any utility request ever made of the PSC. "They had an increase of 5.5 percent in 2006, 10 percent in 2007 and now they're asking for 17 percent in 2008," said Bluefield City Manager Mark Henne. AEP spokesman Phil Moye says most of the rate hike - about $84 million - is for increased fuel costs. Another $50 million is for purchased power which AP has to buy to meet consumer demand. According to AEP, neither of those expenses make a profit for the company. The rest of the rate increase includes $17 million for environmental improvements and $5 million for reliability improvements. Some people believe AEP will use the money for other things. "They're just trying to get enough money to build the power plant down there in Wise County. That's what I think," said Harvey Denton of Tazewell. But no matter what the money is for, one thing's for sure - a rate hike would make things hard for many people throughout the state. "It would affect me pretty bad because I'm a widow and I'm on Social Security and I pay my own bills," said Peterstown resident Edith Graybeal. The Public Service Commission has to approve the increase before it could go into effect. They can also choose to approve only a portion of Appalachian Power's request.
