These people didn't have permanent spots, they were all temporary employees. The way it was explained to me, this kept the lower seniority working longer, so they wouldn't run out of SUB and go broke. When SHAP retools, the layoff turns into a temporary layoff, then SUB no longer depletes.  (Sep 16, 2016 | post #7)
