House Leadership Sides with Congressional Hispanic Caucus on Health Care Bill, Passes Bill With Illegal Alien Coverage Loophole Last week, the latest House health care bill (H.R. 3962) raised a number of concerns over the direction the bill was taking with respect to immigration policy. Earlier this summer, FAIR had raised concerns over the language of the bill with respect to Section 342(d), which would waive the current 5-year waiting period before legal aliens can access the affordability credits under the bill. (See FAIR's Cost Analysis). FAIR also led the national debate over the loopholes that existed in the earlier House bill, H.R. 3200, that would allow illegal aliens to access the benefits under the bill. (See FAIR's Legislative Analysis of H.R. 3200 and FAIR's Legislative Update, August 17, 2009). As detailed in a new analysis by FAIR, the latest House bill contains many of the same problems as the earlier bill. (FAIR's Legislative Analysis of H.R. 3962). Section 342(d) of the new House health care bill contains identical language to the earlier bill and waives the 5-year waiting period. In addition, FAIR's new analysis explains how the verification process in the new bill is so flawed that illegal aliens will still be able to fraudulently claim benefits under the bill. These flaws in the bill prompted FAIR's President Dan Stein to state: "If powerful special interests prevail, the final version of a health care reform bill will have been used to transform immigration policies as aggressively as it was used to transform the U.S. health care system itself." When the full implications of these provisions in the House bill came to light, several Members of Congress agreed to file amendments with the House Rules Committee in an effort to have the House consider amendments on the floor to correct the immigration problems with the bill. True immigration reformers Reps. Nathan Deal (R-GA), Joe Wilson (R-SC) and Dean Heller (R-NV) filed an amendment with the Committee to ensure that the bill maintained the current 5-year waiting period. Additionally, the Deal-Wilson-Heller amendment sought to reform the bill to include a workable verification system that would protect the American taxpayers. In addition, Rep. The soup menudo is a traditional Mexican dish; a frequently spicy soup made with tripe. It is often thought of as a cure for a hangover since it tends to instigate sweating, causing the body to release toxins. Is traditionally served on special occasions or with family. Usually, lime, chopped onions, and chopped cilantro are added and some also add crushed oregano and extra crushed red chili peppers for a spicier taste. Menudo is eaten with corn tortillas. The tortillas are placed on the hand flat and rolled with the other from the tip of the fingers to the back of the palm (or vice versa) and held with the hand not using the spoon. The rolled tortilla can be dipped in the menudo and a bite taken or bites taken as the menudo is consumed. Menudo is time intensive, taking some seven hours to make. The meat should be rinsed clean first. Menudo usually has tripe, honeycomb and "librillo " stomach beef meat along with the beef feet and tendons. The feet and tendons are boiled first at low to medium heat for about three hours. Skimming off the top layer of floating foam about every 15 minutes for the first hour helps the flavor. After the first three hours, the stomach meat should be added along with salt, an onion cut in half, and one or two heads of garlic. A very important part of the menudo is the chili paste that is added at this time as well. The menudo is allowed to continue boiling for an additional three hours while covered to avoid evaporation. Once it is almost done, add the hominy. Menudo is said to taste even better after re-heating since the flavor will have concentrated more. The popularity of menudo in Mexico is such that Mexico is a major export market for stomach tripe from US and Canadian beef producers. Sentenced to death on the NHS Patients with terminal illnesses are being made to die prematurely under an NHS scheme to help end their lives, leading doctors have warned. In a letter to The Daily Telegraph, a group of experts who care for the terminally ill claim that some patients are being wrongly judged as close to death. Under NHS guidance introduced across England to help doctors and medical staff deal with dying patients, they can then have fluid and drugs withdrawn and many are put on continuous sedation until they pass away. But this approach can also mask the signs that their condition is improving, the experts warn. As a result the scheme is causing a "national crisis" in patient care, the letter states. It has been signed palliative care experts including Professor Peter Millard, Emeritus Professor of Geriatrics, University of London, Dr Peter Hargreaves, a consultant in Palliative Medicine at St Luke's cancer centre in Guildford, and four others. "Forecasting death is an inexact science,"they say. Patients are being diagnosed as being close to death "without regard to the fact that the diagnosis could be wrong. "As a result a national wave of discontent is building up, as family and friends witness the denial of fluids and food to patients." The warning comes just a week after a report by the Patients Association estimated that up to one million patients had received poor or cruel care on the NHS. The scheme, called the Liverpool Care Pathway (LCP), was designed to reduce patient suffering in their final hours. Developed by Marie Curie, the cancer charity, in a Liverpool hospice it was initially developed for cancer patients but now includes other life threatening conditions. It was recommended as a model by the National Institute for Health and Clinical Excellence (Nice), the Government's health scrutiny body, in 2004. It has been gradually adopted nationwide and more than 300 hospitals, 130 hospices and 560 care homes in England currently use the system. Britain to invest in proton therapy after boy's Jacksonville treatment Alex Barnes, now 5, is cancer-free after his treatment last fall at the UF Proton Therapy Institute, his mom says Convinced that it was his best shot at survival, Alex Barnes' parents rushed the 4-year-old last fall from their home in England to Jacksonville for six weeks of proton therapy. The results were two-fold: Alex's aggressive brain cancer all but vanished, and impressed British health officials have begun taking steps to establish the country's first proton therapy center. England's National Health Service last week announced that it is accepting bids from hospitals to host proton therapy services. In a statement to the media, the head of the agency credited the initiative to the lobbying efforts of Alex's mother, Rosalie. "Her campaign to bring proton therapy services to England so that other children and adults can benefit from having the treatment here impressed me greatly," said Health Minister Ann Keen, who had a one-on-one meeting with Rosalie last April. Britain has a proton beam, but it is only strong enough to treat eye cancer.
