Arkansas Town'S Martial Law Plan

There isn't, and will not be, any institution of martial law. The mayor or police chief mispoke during the announcement of added foot patrols in high crime areas. The media jumped on a quote taken out of context, and have been riding it like a rented mule. Yes, they are carrying AR-15's, but they have been carrying them in their cruisers for years, along with shotguns and everything else you would expect an officer to carry. Rereading this, you say you were 'having trouble'. Were you separated? It might make a difference. If so, and things are on the straight and narrow now, you 'might' (and that's a freally big friggin' 'might') be able to recover from this (even if it was her cousin - Geez!). But when cuz comes back (if I understand, you didn't have proof when he was there fefore), he'd be finding another place to stay that's handicap accessible.  (Jan 23, 2013 | post #32)

My problem with the media is that they're riding this thing like a rented mule! Look at the bottom right hand of this page under "Paragould News". 90% of the stories are about the extra patrols in East side. All they do is plaster a different headline on the same story; putting 20 pounds of BS in a new bag doesn't improve the smell. Stovall backed off his statement that everyone was going to have their ID demanded before the week was over, once the city attorney got some intelligence infused into the conversation (Lord, help me! What is the world coming to? I've complimented a lawyer!) We're going to have extra police coverage in a high crime area, but the media is making it sound like PPD is putting swastikas on thieir uniforms.  (Jan 4, 2013 | post #8)

I am sick to the point of screaming about Paragould imposing martial law! Merriam-Webster defines martial law as such: 1: the law applied in occupied territory by the military authority of the occupying power 2: the law administered by military forces that is invoked by a government in an emergency when the civilian law enforcement agencies are unable to maintain public order and safety. THERE WILL BE NO MARTIAL LAW, PEOPLE! This is merely extra police coverage! There is no imposed curfew. No one is going to be arrested and brought to jail for not producing identification. The worst part about this is the "MEDIA" trying to beef up their circulation by inflaming the uninformed with exagerated 'facts'. NO MARTIAL LAW!  (Dec 26, 2012 | post #1)

And has anyone seen the pic of the black hummer with the SWAT team riding on the side?! Give me a frigging break! Paragould doesn't even own one! This whole thing has been so blown out of proportion that it's laughable! Yes, they're going to be carrying AR-15's: the very same ones that are in the patrol cars now! And William... SWAT cops to ask for IDs from everyone in Arkansas town

They have backed off of the "arrest anyone refusing to provide identification " policy a little. Besides, most of the people that will be targeted with this, the police already know on sight. The goal is not to arrest anyone that doesn't provide ID. If that person is just out at that time of night, they may see something that might be useful to the PD. The foot patrol officer can't be everywhere, anymore than the cruiser can. The stop just gives them a contact name to check later. It also lets the thieves and crack-heads know that there are other people they have to watch out for besides the police. The guy walking his dog may not arrest him, but he can get a description. I agree that Stovall's initial statement came across as overzealous. They can't arrest everyone simply because they couldn't provide ID on demand; the county doesn't have the space to detain everyone. There is also going to be a plus side to this exercise: The honest people in the areas of the foot patrols are going to be able to put a name and a face with the uniform. The guys that I know on the PD at night are good men that actually want to make a difference in this town. They aren't guys that were bullied as kids and are now trying to get revenge. I'm not blind enough to say that ALL of the people on the department are golden; same as any other job, there are winners and losers. But there are definitely guys on PPD that are worth knowing.  (Dec 20, 2012 | post #23)

And the article attached to this thread is slanted to make it look like Paragould is becoming a police state by stating the patrols will be 'heavily armed'. You don't think they carry AR-15's and more in the patrol cars? You don't think the officer in the patrol car is wearing a vest? If I were walking a foot patrol in the middle of the night in the areas where these officers are going to be, bet your last dollar I'd be armed to the teeth.  (Dec 18, 2012 | post #15)

The police have the right to ask anyone for identification if they have probable cause. To me, walking around Franklin apartments at 3 in the morning is probable cause. That's the type of people that are going to be targeted. Not Joe Citizen walking his dog at 6 in the evening.
