The meetings of the Metro Richmond Fraud Task Force were attended by law-enforcement personnel from the Police Departments of Richmond, Chesterfield and Henrico, the United States Secret Service and FBI, and the Virginia State Police; prosecutors and personnel from the area’s Commonwealth’s Attorney’s offices; fraud investigators from the area’s banks; and Authorized by Spencer for Commonwealth’s Attorney representatives of area retail merchants associations and major retail outlets. At the meetings, we would exchange information about fraudulent activities occurring in the area and ways to combat them. Every two weeks, I would attend Project Exile meetings with prosecutors and personnel from the United States Attorney’s and Richmond Commonwealth’s Attorney’s offices, Federal law-enforcement agents, and officers of the Richmond Police Department. We would review cases of individuals who illegally possessed firearms and decide whether they should be prosecuted in State or Federal Court. Many factors entered into our decisions, including the relationships between cases under review and other ongoing investigations and the length of prison sentences that we could expect to be imposed in either State or Federal Court. If elected Commonwealth’s Attorney of Caroline County, I will seek to institute regular meetings of area prosecutors and law-enforcement personnel from the local, State and Federal levels to exchange and review information regarding crime in our region. I will also work to establish a regional fraud task force to exchange information about fraudulent activities in the area and ways to combat them. Inter-agency operations For years, the Carver neighborhood of Richmond was plagued by violence and drug dealing. As soon as one drug dealer was arrested, another would take his place. We had reason to believe that much of the violence was attributable to one individual, but we could not gather the evidence needed to convict him. In 2003, I brought together individuals from the Richmond Commonwealth’s Attorney’s office, the United States Attorney’s office, the Richmond and VCU Police Departments, and the FBI to formulate and carry out Operation Crackdown in the Carver neighborhood. On September 24, 2003, we obtained indictments against 21 crack cocaine dealers on 70 charges, and we picked them all up in a sweep of the neighborhood. Our efforts resulted in the clearing of a nine-year-old murder, the imprisoning of all 21 dealers, and the imposition of a 40-year sentence on the individual responsible for most of the neighborhood’s violence. Afterwards, when I went for a walk-through of Carver with the lead investigating officer, older residents came out of their homes to thank us for giving them back their neighborhood. If elected Commonwealth’s Attorney of Caroline County, I will work to bring together personnel from different law-enforcement agencies to carry out projects like Operation Crackdown. PART 1 PROPOSALS FOR WORKING MORE CLOSELY WITH OTHER JURISDICTIONS AND LAW-ENFORCEMENT AGENCIES. Criminals do not operate only within county lines. Con men move around to avoid detection and apprehension. Drug dealers may pick up their supplies in one jurisdiction and sell them in another. Yet, Caroline County’s Grand Jury, Commonwealth’s Attorney and Sheriff’s Office are for the most part limited to investigating and charging only that criminal activity which occurs within the county. Multi-jurisdiction grand jury So that a region may coordinate its crime-fighting efforts, the General Assembly in 1983 passed a law allowing the Commonwealth’s Attorneys of neighboring counties and cities to apply to the Virginia Supreme Court to form a multi-jurisdiction grand jury. Once a multi-jurisdiction grand jury is established, a prosecuting attorney and law-enforcement personnel from the participating jurisdictions are assigned to work with that grand jury to investigate, charge, and prosecute crimes throughout the region. Multi-jurisdiction grand juries have proved very helpful in combating crime across county and city lines. Chesterfield County has found such grand juries so useful that it participates in two multi-jurisdiction grand juries: one with Hanover and Henrico Counties and the City of Richmond, and another with the Cities of Colonial Heights, Hopewell and Petersburg. When I was Deputy Commonwealth’s Attorney for the City of Richmond, I worked very closely with the Chesterfield-Hanov er-Henrico-Richmon d Multi-Jurisdiction Grand Jury, and I know from first-hand experience how effective it was for investigating, charging and prosecuting crimes that extended beyond the city’s boundaries. If elected Commonwealth’s Attorney of Caroline County, I will go to the Commonwealth’s Attorneys of the City of Fredericksburg and the Counties of Essex, Hanover, King and Queen, King George, King William, Spotsylvania and Stafford and propose that we apply to the Virginia Supreme Court to form a multi-jurisdiction grand jury. This is the beginning of the 21st century,we can't yet cure these illnesses, but we can control and manage them.How far out of the mental health closet you wish to come is up to you,because the stigma is still very real, but family, friends, coworkers,et al. need to know that some mental illnesses aren't just somethingyou can cowboy up about and get over. Your brain is physically injured,and like any other part of the body that has received a physicalinjury, it needs the proper care to heal. The problemthat far too many people have is that they can't see the injury,therefore it is not a real injury. Bipolar disorder, clinical depression,epileps y and the like are the psychic equivalents of having a broken leg from a car crash. If you broke your leg would anyone expect you to go jogging with a broken leg? Would they expect you to even try to carry on with your life before you had a cast put on it? OK, some of us have had some really sadistic and messed-up people in our lives who might make those demands, but let's not bring them into it. So, what happens when you break your leg? * You need to get x-rays. * You need to have the bones set. * You need to have a cast put on the leg . * You'll need crutches and/or one of those little carts to get around. OK, now let's compare that with the psychiatric/neurol ogical process: * Your initial diagnosis is the x-ray (although getting a fancy brain scan, even an EEG, is the true analog to an x-ray). * Getting your bones set is the painful coming to terms with your illness yourself along with any initial crisis medications and interventions. * The cast, crutches and cart are your long-term meds. * Casts itch, you can't move your leg, and trying to get around on crutches or in one of those carts is a pain in the ass until you master it; and that's side effects and the adjustment periods to meds. * Sometimes the break is so bad that your leg needs to be re-broken (ow! owwww!!! ouch!!!!) and reset and put in a new cast, that's the process of having to try other medications if the ones you try first don't do it for you. * Sometimes you need metal pins put in your legs that mean you'll never run another marathon again and you'll always set off metal detectors in airports and government office buildings and have to explain things to strangers; that's the maintenance prescription you'll be taking the rest of your life.  (Apr 21, 2007 | post #9)

Home School Legal Defense Association - USA Nelson County is even more ambitious and aims to turn homeschools into public schools. Homeschoolers are being invited to join the “Nelson Academy of ... Nelson Plan Turns Homeschools into Public Schools Next year Virginia’s government education system will make an unprecedented push to draw homeschoolers into their system. Pursuant to House Bill 5032, effective October 25, 2006, the General Assembly will give money to public schools that enroll homeschoolers as part-time students. This gives them a powerful cash incentive to “reach out” to homeschoolers. Nelson County is even more ambitious and aims to turn homeschools into public schools. Homeschoolers are being invited to join the “Nelson Academy of Virtual Learning” (NAVL). Public school at home programs like this cost far less than building-based education, but Nelson county public schools receive full per-pupil funding for every homeschoool student who joins the program. Making it perfectly clear that money is their main objective, Nelson County has said that “…students who are not currently enrolled in our school division are welcome to sign up for this program,” (emphasis added). Their target is you—the free, independent homeschool families of Virginia. Their bait? Free books, and other incentives. And if they act like public school at home programs in other states, they will eventually try to entice you with free computers, Internet access, and musical instruments! If you take the bait, your children will automatically become public school students, and your right to control their education will vanish. Even the state Department of Education is seeking to enroll homeschoolers via their “Virtual Advanced Placement School.” Advanced Placement (AP) courses can be excellent preparation for college. However, when a government agency controls the content of a particular AP course, the wishes of parents are disregarded. Parents in Palmdale, California, recently learned a bitter lesson about losing control of their children’s education by placing them in public school. They filed suit against the public school system after their children were given a shocking “survey” containing questions of a sexual nature (e.g., asking children if they thought they were “touching their private parts too much”). In rebuffing the parents, the 9th Circuit Court of Appeals said, “....parents have no ... right ... to override the determinations of public schools as to the information to which their children will be exposed while enrolled as students.” 427 F.3d 1197 (9th Cir. 2005). If your child enrolls in NAVL or a part-time public school program, the public school system has full power to decide what information your child is exposed to! If the pattern we have seen in other states repeats itself in Virginia, NAVL or another program will ramp up recruitment efforts to draw in as many homeschooled students as possible. Respected members of your homeschool community—even your friends—may be paid to influence you to abandon homeschooling in favor of operating a public school at home. You will face a choice: free stuff—or a free way of life. We urge you to choose a free way of life. Public school students—including those who become public school students by enrolling in NAVL or who enroll more than half time in any public school program (including the state’s virtual AP school)—are not eligible for membership in Home School Legal Defense Association.
