The Arkansas Scholarship Lottery says Louis Miller of Winslow won the money by matching four white balls and the Powerball in Wednesday's drawing. That combination typically pays out $50,000, but Miller also bought the Power Play option, which in Wednesday's drawing tripled all non-jackpot prizes. Comment?

Looking at the latest financial report available on the Arkansas Lottery's website, it appears the Arkansas Scholarship Lottery grossed approximately $38.6 million in December of 2015, but transferred only $6.4 million to the Arkansas Department of Higher Education for college scholarships. That comes out to about 16.5 percent--or about 16 to 17 cents of every dollar the Arkansas Lottery made in December. Comment?

Eric Ward buys a lottery ticket from manager Harold Tunious on Monday afternoon at the D & J Mini Mart at 18th and Main streets in North Little Rock. The Arkansas Scholarship Lottery's revenue and net proceeds raised for college scholarships increased in December from a year ago, before the Powerball jackpot reached several hundred million dollars at the start of this year and fueled the lottery's ticket sales.
