Most of the people who spoke during a public hearing Monday night at Cape Vincent Recreation Park expressed concerns about unwanted side effects that a scenic-area designation from the state could have on waterfront development in the Thousand Islands region. Though a handful of people defended the two-year project led by the town of Hammond for municipalities along the St. Lawrence River to become Scenic Areas of Statewide Significance, the majority of the 20 people who spoke said they opposed the plan during the meeting, which was hosted by the state Department of State. Comment?
