The refunds were given in the form of the so-called ‘earned income child tax credits,’ which are designed to alleviate the tax burden on low income wage earners with children.

The problem has arisen through the use of individual taxpayer identification numbers which many illegal aliens use as they are not authorized to work in the United States and do not have legitimate Social Security numbers.

In fact, the audit showed that 72 percent of tax returns filed by those using taxpayer identification numbers, rather than Social Security numbers claimed the child tax credit.

The report states:“The payment of federal funds through this tax benefit appears to provide an additional incentive for aliens to enter, reside and work in the United States without authorization, which contradicts federal law and policy.”

The Inspector General said that the IRS should require those claiming the credit to prove that they are actually eligible to work here legally.

However, IRS management claims that they have no legal authority to ask for such proof when processing individual income tax forms."

Rapist who had been deported 3 times arrested in Escondido.

"ESCONDIDO, Calif.-- A convicted rapist who was deported to Mexico following his prison sentence was back behind bars Friday after being identified during a traffic stop in Escondido, police said.

Jesus Armando Flores-Trujillo, 29, was convicted of rape in Escondido in 2001 and sentenced to 10 years in prison. He was released from prison in October 2010 and immediately deported, according to Escondido police.

About 11:50 p.m. Monday, officers pulled over a vehicle in the area of Centre City Parkway and Felicita Avenue because of a vehicle code violation and found Flores-Trujillo was a passenger in the vehicle, EPD Lt. Craig Carter said.

He identified himself by a false name and admitted to being in the country illegally but stated he had never been deported or arrested, Carter said.

Officers contacted U.S. Immigration and Customs Enforcement, which ultimately identified Flores-Trujillo.

According to Carter, Flores-Trujillo is a Mexican citizen who had been living and working in Escondido since returning to the country illegally. It was unclear for how long he allegedly lived and worked in the area.

Flores-Trujillo has been removed or deported to Mexico three times and has a criminal history that includes drug charges, Carter said.

The vehicle Flores-Trujillo was riding in was being driven by Gricelda Cardenas Guzman, who was also found to be in the United States illegally, according to Carter.

During Monday's traffic stop, officers determined that Guzman, 28, was named in a drunken driving warrant, Carter said.

Guzman was also arrested and booked, along with Flores-Trujillo, in the Vista jail. Both men are subject to an immigration hold, making them ineligible for bail."

After reading incidents like this one, I often wonder if the old 'backyard justice' would be a more effecient remedy.
Let's take dogs like this, castrate and send to the mexican government with notification that more is on the way unless they recall their bad meat, lobotomize these pigs in a public view forum, and make the message loud and clear; animals belong in the junkyard.

I agree with you that the stupidity of the California voters (democrats) are full responsible for propogating and enabling. Although this cannot be used as an excuse for the depraved mentality of those who exploit benevolance.
We offer, through our taxes, support to those citizens who are in desperate need of assistance. Yet we have those who become citizens, then distort the true meaning of welfare by bringing their families to the state and abuse our tax dollars.
Yes, shame on the voters for allowing these atrocities to come to fruition. But more than shame, a putirid stench in the nostrils of the American people that third world countries have the gall to infest.
It is time to rid America of this infestion move, starting from the top. We have leaders such as Villaraigosa and Obama amongst others, who are the instigators of our downfall.
Obama wants us to belive that he has a good job stimulus plan, without recanting his invitation to illegal immigrant from mexico.
Villaraigosa wants all of California to be a sanctuary state as he has made Los Angeles to be.

New CIS Study Finds That Recent Jobs Created in Texas Went to New Immigrants

New research by Dr. Steve Camarota at the Center for Immigration Studies finds that 81% of the jobs created in Texas between the years 2007 and 2011 went to newly-arrived immigrants. Conclusions were based on an analysis of data from the Census Bureau's Current Population Survey.
The new research also finds that:

• In terms of numbers, between the second quarter of 2007, right before the recession began, and the second quarter of 2011, total employment in Texas increased by 279,000. Of this, 225,000 jobs went to immigrants (legal and illegal) who arrived in the United States in 2007 or later.
• Of newly arrived immigrants who took a job in Texas, 93 percent were not U.S. citizens. Thus government data show that more than three-fourths of net job growth in Texas were taken by newly arrived non-citizens (legal and illegal).
• The large share of job growth that went to immigrants is surprising because the native-born accounted for 69 percent of the growth in Texas’ working-age population (16 to 65). Thus, even though natives made up most of the growth in potential workers, most of the job growth went to immigrants.
• The share of working-age natives holding a job in Texas declined significantly, from 71 percent in 2007 to 67 percent in 2011. This decline is very similar to the decline for natives in the United States as a whole and is an indication that the situation for native-born workers in Texas is very similar to the overall situation in the country despite the state’s job growth.
• Of newly arrived immigrants who took jobs in Texas since 2007, we estimate that 50 percent (113,000) were illegal immigrants. Thus, about 40 percent of all the job growth in Texas since 2007 went to newly arrived illegal immigrants and 40 percent went to newly arrived legal immigrants.
• Immigrants took jobs across the educational distribution. More than one out three (97,000) of newly arrived immigrants who took a job had at least some college.
• These numbers raise the question of whether it makes sense to continue the current high level of legal immigration and also whether to continue to tolerate illegal immigration.
