We do not need it; In Wisconsin if you are denied coverage by two insurance companies, the state puts you in the risk pool and you are assigned a company. If you can not afford conventional insurance you have Badger Care. Of course not every can get coverage but a lot of individuals choose note to have coverage. HSA's are the way to go.
