Well,you forget this.Eliminate medicare part'B',eliminate medicaid,overhaul medicare,and that alone should pay for most of it.Then,as in other countries,socialize,yes socialize medical care and force doctors to reduce cost that are reasonable for both sides,and it WILL work.
