Once the government controls your health, it controls you. Every person will then be beholding to the state and individual freedoms will be whittled away. Access is always available. The problem is cost and there are better ways to control it than to take control of 1/6th of the economy. The definition of fascism is "government and corporate melding for the good of the people". Ask Germany and Italy how that worked out.
