Baucus warns of 'huge train wreck' enacting ObamaCare provisions

Sen. Max Baucus (D-Mont.) said Wednesday he fears a "train wreck" as the Obama administration implements its signature healthcare law.
Baucus, the chairman of the chamber's powerful Finance Committee and a key architect of the healthcare reform law, said he fears people do not understand how the law will work.
"I just see a huge train wreck coming down," he told Health and Human Services Secretary Kathleen Sebelius at a Wednesday hearing. "You and I have discussed this many times, and I don't see any results yet."
Baucus pressed Sebelius for details about how the Health Department will explain the law and raise awareness of its provisions, which are supposed to take effect in just a matter of months.
"I'm very concerned that not enough is being done so far — very concerned," Baucus said.
He pressed Sebelius to explain how her department will overcome entrenched misunderstandings about what the healthcare law does.
"Small businesses have no idea what to do, what to expect," Baucus said.
Citing anecdotal evidence from small businesses in his home state, Baucus asked Sebelius for specifics about how it is measuring public understanding of the law.
"You need data. Do you have any data? You've never given me data. You only give me concepts, frankly," he said.
Sebelius said in response that the administration is not independently monitoring public awareness of specific provisions but will be embarking on an education campaign beginning this summer.
Baucus is facing a competitive reelection fight next year, and Republicans are sure to attack him over his role as the primary author of the healthcare law.
A messy rollout of the law's major provisions, months before Baucus faces voters, could feed into the GOP's criticism.
Wednesday's hearing wasn't the first time Democrats, including Baucus, have raised concerns about the implementation. But while other lawmakers have toned down their public comments as they've gotten answers from the Health secretary, Baucus said Sebelius has not addressed his fears.
"I'm going to keep on this until I feel a lot better about it," Baucus told Sebelius.

WASHINGTON DC, January 10(C-FAM) Lawyers for US agencies have failed in an initial attempt to force a watchdog group to remove leaked documents from the group’s website. The documents describe studies showing complications of a long-lasting contraception heavily backed by the agencies and the Gates Foundation for use by African women.
The US agencies are accused of attempting to conceal their knowledge of studies showing women using the injectable contraceptive Depo Provera are at higher risk of acquiring HIV.
Allowing The Rebecca Project to publish the information means “this issue of Depo Provera’s harm now has to be decided in a court of law where a judge will review scientific and social research data,” Kwame Fosu, the group’s policy director, told the Friday Fax.
The US Agency of International Development (USAID) and the Gates Foundation have spent millions of dollars to increase injectable contraceptive use among women in high-HIV communities in sub-Sahara Africa.
Legal representatives for USAID and the Centers for Disease Control (CDC) filed a copyright infringement complaint to force The Rebecca Project to remove classified documents from its website. The documents were used at a closed-door meeting in Geneva of the World Health Organization, USAID, CDC, and Gates officials.
The meeting convened shortly after the Lancet Infectious Diseases journal published a study by Dr. Renee Heffron. It indicated women using Depo Provera had an increased risk of contracting HIV/AIDS.
One of the two classified documents posted by Fosu details several studies examining the link between injectable contraceptives and HIV transmission. While 11 of 15 studies reported the same result as Dr. Heffron, the WHO nonetheless issued a “Technical Statement” that the research was “inconclusive.”
Fosu charges the WHO guidelines “provided cover” for USAID, Gates, International Planned Parenthood, Pfizer and others to continue “as usual” and protect the millions allocated to making Depo available to African women.
Months later Melinda Gates launched a $4 billion partnership which includes funding to produce and deliver the injectable Depo Provera.
The second classified document obtained by Fosu was authored by Chelsea Polis of USAID and Kathryn Curtis with CDC. It heavily influenced the WHO review staff to determine there was “insufficient reason” to withdraw Depo Provera and enforce mandatory warnings. Fosu claims the Polis and Curtis analysis “water[ed] down available evidence” by ignoring key research.
Despite attempts to conceal the harmful side effects, more poor women are abandoning use of Depo Provera. Compared with other contraceptive methods, women in less developed countries are more likely to stop using Depo Provera within a year of their first dose due to associated side effects and health concerns. A Population Reference Bureau report on worldwide family planning also indicates the injectable contraceptive is not used by women in affluent countries.
Fosu successfully refuted the legal attack to remove the documents citing the Digital Millennium Copyright Act (DMCA) exemption for human rights and educational organizations that are providing information to protect vulnerable populations.
“Considering the overwhelming evidence of Depo Provera’s harm,” said Fosu “it is incumbent on Health Ministers in targeted developing countries to restrict or ban Depo Provera as a family planning option – exactly what Israel did in 2013 to protect women.”
In Ghana, human rights expert Dr. Charlotte Abaka, the former Chair of the UN women’s treaty committee, now advocates ending or restricting Depo Provera.

As the Govt. depletes our gold reserves. They will probably do what Roosevelt did after the great depression, that was to confiscate the gold in the hands of the public, and make it illegal to purchase it or hoard it. (which gives mucho gains for them) which is bad for the common people that are looking for their 401K's & IRA's to increase, and give them the ability to live on the money in their retirements, as the Social Security payments will be just about gone in the next 20 years. Think about all of the profits, and increase that would have happened had Bush been able to get the Democraps to go along with his 30% allowance to go into your Social Security account by allowing people to invest in the Stock Market, buy gold, invest in oil.....etc. But instead the Congress, and the Senate are not bound by the laws that they pass. Insider trading is legal for them, hence a check on those that have been in office more than 8 years, are all millionaires, and those in office for 16 years are Billionaires. They are not bound by the Obama-care nor are their staff.
Hypocrisy? Worse than that! They have put people in jail for insider trading, and yet they are allowed to do this. "Do as I say, not as I do!" And most normal people are too busy trying to stay afloat to investigate this, or be able to revolt about this behavior.
That is why the establishment in Congress and the Senate on both sides have been attacking the Tea Party, and Conservatives, and the Libertarians. They fear that those that are more interested in their country and their families would take over the Republican party, hence the attacks by John Boehner, Carl Rove...etc.
Anywho, this link shows the depletion of American Gold, and with the spending of Trillions of dollars, and increasing more and more, there is no doubt that what is pictured here will occur, the only thing we don't know for sure is the time, and what can be done about it. The Government is proposing to introduce a charge for all non-EEA international students coming to the UK to use the NHS. NUS believes that the introduction of healthcare charges of up to £200 per person per year of study is discriminatory, counter-intuitive and impractical. In particular, for postgraduate research students with families this could mean an additional visa fee of £3000 before even stepping foot into the UK.

According to the consultations, the Government spent £33 million treating foreign nationals in 2011,£21 million of which were recovered. This represents a net cost of £12 million. This represents 0.01% of the NHS’ annual budget of £106 billion. However, international students contribute a net benefit to the UK far greater- BIS estimated that international students contribute £7.9 billion to the UK economy each year.

Oxford Economics calculated that even when consumption including healthcare is taken into consideration that international students in Sheffield alone provided a net benefit to the UK of £136.8 million. According to HEFCE, fee income from non-EU students in English Higher Education alone was over £2.5 billion in 2010. Furthermore, international students contribute to the NHS through taxation and from visa fees prior to entering the UK. If these changes dissuade international students from coming to the UK- it is likely they will result in a loss of income and annul any potential savings. International students contribute above and beyond any cost to the NHS or any cost to any public service.

We think this gives a message that international students are not welcome in the UK and will mean more students will choose to study elsewhere where Government policies and rhetoric increasingly favour international students.

He's a pioneer in the realm of clinical infectious diseases in the Caribbean. And now he's under fire for testifying that homosexual intercourse is dangerous to those who practice it—and to public health in general.

Professor Brendan Bain, a practicing Christian who serves to treat AIDS patients, was the director of the regional coordinating unit of the Caribbean HIV/AIDS Regional Training Network (CHART) at the University of the West Indies in Jamaica, until his anti-gay sex comments caught up with him.

Bain was fired in the wake of fallout related to his testimony on behalf of a group of churches working to keep Belize's sodomy law in place in 2012. It took two years, but now he's paying the price for his beliefs.

Bain's testimony was based on his research, which shows the relative risk of contracting HIV is significantly higher among men who have sex with other men (MSM) in Belize than in the general population. His research concludes the same truth in several other countries for which data is available, including countries that have repealed the law that criminalizes anal sex and countries where the law still applies.

"The issue in question arose about two years ago in a high-profile case in Belize in which Caleb Orozco, a gay man in Belize, challenged the constitutionality of an 1861 law that criminalizes men having sex with men," the university said in a statement.

"Professor Brendan Bain provided a statement on behalf of a group of churches seeking to retain the 1861 law," the statement continues. "Many authorities familiar with the brief presented believe that professor Bain's testimony supported arguments for retention of the law, thereby contributing to the continued criminalization and stigmatization of MSM. This opinion is shared by the lesbian, gay and other groups who are served by CHART.

"The majority of HIV and public health experts believe that criminalizing men having sex with men and discriminating against them violates their human rights, puts them at even higher risk, reduces their access to services, forces the HIV epidemic underground thereby increasing the HIV risk. These are the positions advocated by the UN, UNAIDS, WHO, PAHO, the international human rights communities and PANCAP (The Pan Caribbean Partnership against AIDS), which is the organization leading the regional response to the HIV epidemic.

"While the university recognizes the right of professor Bain to provide expert testimony in the manner he did, it has become increasingly evident that Professor Bain has lost the confidence and support of a significant sector of the community which the CHART program is expected to reach, including the loss of his leadership status in PANCAP, thereby undermining the ability of this program, to effectively deliver on its mandate. It is for this reason that the University of the West Indies has decided to terminate the contract of Professor Bain as Director of the Regional Coordinating Unit (RCU) of the Caribbean HIV/Training (CHART) Network."

WASHINGTON (AP)— A federal appeals court delivered a serious setback to President Barack Obama’s health care law Tuesday, potentially derailing billions of dollars in subsidies for many low- and middle-income people who bought policies.

In a case before the U.S. Court of Appeals for the District of Columbia Circuit, a group of small business owners argued that the law authorizes subsidies only for people who buy insurance through markets established by the states – not by the federal government.

A divided court agreed, in a 2-1 decision that could mean premium increases for more than half the 8 million Americans who have purchased taxpayer-subsidized coverage under the law. The ruling affects consumers who bought coverage in the 36 states served by the federal insurance marketplace, or exchange.

The majority opinion concluded that the law, as written,“unambiguously” restricts subsides to consumers in exchanges established by a state. That would invalidate an Internal Revenue Service regulation that tried to sort out confusing wording in the law by concluding that Congress intended for consumers in all 50 states to have subsidized coverage.

The administration is expected to appeal the ruling.

The issue is crucial to the success of the health law because most states have been unable or unwilling to set up their own exchanges. The inaction stems in many instances from opposition by Republican governors to the Affordable Care Act.

The small business owners filing the lawsuit say the tax credits enacted by Congress were intended to encourage states to set up their own health benefit exchanges and that the penalty for not doing so was withdrawal of tax credits for lower-income residents.

Supporters of the act say the purpose of the tax credit was not to promote the establishment of state exchanges, but rather to achieve Congress’s fundamental purpose of making insurance affordable for all Americans.

The case revolves around four words in the Affordable Care Act, which says the tax credits are available to people who enroll through an exchange “established by the state.”

The challengers to the law say a literal reading of that language invalidates the IRS subsidy to people in the federal exchanges. The opponents say that people who would otherwise qualify for the tax credits should be denied that benefit if they buy insurance on a federally facilitated exchange.

“It is implausible to believe that Congress gave the IRS discretion to authorize $150 billion per year in federal spending, particularly when Congress had directly spoken to this issue,” the challengers to the IRS subsidy said in a court filing.“Major economic decisions like these – indeed, any decisions granting tax credits – must be made unambiguously by Congress itself.”

The Obama administration and congressional and state legislative supporters of the Affordable Care Act say the challengers are failing to consider the words of the statute in its entirety.

“Congress did not provide that the tax credits would only be available to citizens whose states set up their own exchanges,” says an appeals court filing by congressional and state legislative supporters of the Affordable Care Act. Congressional lawmakers and state legislators supporting the act said that limiting the subsidies to state exchanges could destabilize important aspects of the law, such as the individual mandate requiring most people to buy insurance.

A lower court had ruled that the law’s text, structure, purpose, and legislative history make “clear that Congress intended to make premium tax credits available on both state-run and federally-facilitated Exchanges.”

But the appeals court concluded the opposite – that the letter of the law “unambiguously restricts” the law’s subsidies to policies sold through exchanges established by the state.
