We own a 500 acre ranch in the high country of Montana. Everyone does what it takes to keep it going. I never forced any of the kids to work on it. They mend fences, feed the stock, cut and put up hay for winter and many more things that are a normal part of ranching. They were never required to do any of those things though. I always tried to instill in them a sense of pride in themselves and everything they did. I wouldn't call it "chores" as much as I would call it doing what needed to be done. Also, they were paid for everything they did. But I don't see it as a job. So no, regulation is not needed. If someone is forcing their children to work on the farm just to make more money, there are already standards in place to address that issue.
