In fact, i believe that America should follow the European standard and allow drinking in the early teens. If drinking is presented at a younger age as a simply a way of having fun, then it is less likely that children will drink in excess, and impossible for them to drink illegally, therefore eliminating a large portion of the risk factor involved in teenage drinking - and driving. By making drinking less "no you can't do that yet" we make it more, "okay, you can drink as long as it is in moderation, and responsibly." Which in the end is what the government is trying to accomplish with a restricted drinking age in the first place.
