Should taxing the rich be part of the agreement to raise the debt ceiling?

The rich should be encouraged to invest in job creating ventures and after their investments and job creation then be taxed on the balance of their income at a higher rate. The best way to do that is to eliminate the tax loopholes that allow them to avoid tax legally by using a flat tax that applies to ALL purchases that have a higher tax rate for non-essentials at a luxury tax rate. This would provide a progressive tax they couldn't avoid and eliminate tax on their investment in society taxing through a rebate system.
