Fisher: A long-fought victory over smoking

This week, public health advocates here and across the country are celebrating a hard-fought victory: 45 years after the U.S. surgeon general declared that cigarette smoking could cause lung cancer, Congress has given the Food and Drug Administration the power to regulate tobacco products.
