Termination or refusal to hire for alcoholism or drug abuse: An employer may exclude an individual on the basis of alcoholism or former drug addiction, even though they would normally be protected under the ADA (Alcoholism Disability Act)if the employer can demonstrate the following: The exclusion is "job-related and consistent with business necessity" (i.e., the individual cannot perform the essential functions of the job with or without reasonable accommodation); or the individual poses to the health or safety of others (i.e., a significant risk of substantial harm) and the risk cannot be reduced below that level through reasonable accommodation.

I love this, most alcoholics are verbally abusive bullies if they don't get their own way. The majority of manipulators on jobs have alcohol or drug related problems. Those abusers that don't have substance abuse problems, definitely have major psychological problems and should be disciplined by the same standards used to punish the substance abuser.
Manipulation and bullying poses a significant risk of substantial harm to the health or safety of others and needs to be dealt with swiftly and in an appropriate manner. Unfortunately, 95% of the workplaces are run by abusive, narcissistic employers or managers and workplace policies to cover abuse are never put in place solely to protect management. Therefore, this policy is nothing more than a band-aid solution to cover for another autocratic government agency trying to imply they are doing something good in the interests of the public at large. Considering that the government is one of the largest and most abusive agencies to work for, what else could we expect.
