To answer your question, I am underage. I'm seventeen.
Africa is a different story. don't you think? although there are some underage teens who do smoke around their careless parents in america.
Alcohol is the most widely used drug in america and I believe that that is a huge problem. Specially towards teens.
Parents have no use to tell their kids what to do anymore because they will end up doing it anyway and parents are slowly becoming bad parents.
