Yes, Japan does have different justice than VN. But before I go on, I wish to express my opinion that justice, like freedom, is universal. The VN-justice is way behind that of Japan. Don't tell me that VN-justice is the way it is cuz that's how it would answer the vietnamese ppl's need and is the best adaptation VN could get ? Yes, you're partially right. Our VC commrads would dread to adapt a juristic system different then theirs right now. Yes, evidences are required on trial (trials, however, are rare in political cases, most of them don't even get on the news), only that it doesn't really matter where they come from or whether they're true or not. Are flyers evidence of terror ? Once the VCs believe that you're questioning their gov, evidences of your acts will magically appear.

Vietnam is a sovereignty country, as such only with authority and co-operation from the vixi government that Japanese investigators can come to VN for their investigation. But it is vietcong police who conduct the investigation in VN ie collecting the evidences on requests from their Japanese counterparts.
