Economic turmoil rattles Viet government
It cancels an investment forum amid worries over inflation, stocks and trade imbalance

HANOI - In an astonishing move, the ruling communist regime in Vietnam has enforced the cancellation of a major conference next week on investment in the country. Organisers of the 3rd annual Euromoney Vietnam Investment Forum, scheduled to begin on Tuesday, said they had no option but to comply with the government's request not to hold the event.
Said Mr Paris Shepherd, the organiser's associate director for the Asia-Pacific:'Owing to a combination of pressing macro and micro-economic concerns, the government of Vietnam has requested that Euromoney postpone this year's Vietnam Investment Forum.'
Organisers say the conference will be rescheduled for September but the cancellation is the latest sign that continuing economic turbulence has rattled the government, which has appeared indecisive and inconsistent in dealing with a raft of negative developments.
Since the year began, Hanoi has been hit by rampaging inflation, a catastrophically soaring trade imbalance and a collapsing stock market.
Vietnam's inflation rate of 15.67 per cent is by far the highest in East Asia and even government officials now concede that inflation will get worse before it gets better.
As if that was not bad enough, the government revealed that Vietnam's trade imbalance rose to a staggering US$4.2 billion (S$5.8 billion) for the first two months of this year.
The deficit for the whole of 2006 was only US$4.8 billion, and last year it crept up to US$12.4 billion. Ministry officials now expect it to top US$17 billion this year.
Said Deputy Industry and Trade Minister Nguyen Thanh Bien:'The trade gap has reached an alarming level.'
On top of these worries, the government has been hit by a collapsing stock market.
Vietnam now has the worst-performing equity market in Asia. Its main share index fell to 583 points on Wednesday, close to half the level of 1,170 it reached last March.
There were harrowing scenes at the bourse as local punters, who had borrowed to buy stocks and now could not repay their loans nor find buyers, had to surrender all their holdings to the banks and were left penniless.
The market collapse was only belatedly stemmed on Thursday when the government's investment arm launched an unprecedented move to buy local shares itself.
Citizens blame the government and allege that in its pell-mell pursuit of high growth, it has not properly anticipated the impact of Vietnam joining the WTO, nor of the long foreseen uptick in oil prices and the upsurge in imports.

Earlier this year, the government had to increase the minimum wage to appease low-income workers devastated by price hikes. But the increase was far less than the inflation rate, so workers still ended up worse off.
As a result, there has been growing labour unrest across the country. Last Wednesday, 10,000 workers went on strike at a South Korean Nike plant near Ho Chi Minh City, seeking higher wages to keep pace with rising prices. Another 5,000 went on strike at a Japanese company in the port city of Haiphong.
Said school teacher Nguyen Thu Phuong, badly hit by price hikes:'Everyone understands that the government is to blame. They increased the minimum wage but they neglected to take strong steps to contain rising prices.'
Rentals have also shot through the roof and Vietnam is now rated as the fifth most expensive office location in Asia.
In a drastic attempt to stem inflation, the government ordered local banks to raise interest rates and restrict the money supply.
But the sudden shortage of Vietnamese dong, the local currency, has spooked businessmen and foreign residents, as well as tourists who now find it difficult to change their dollars.
The upshot is a growing sense that the regime's economic team and its central bank lack the ability to foresee economic trends and take decisive steps to forestall problems which crop up as the nation moves to a market economy.
Even the state-controlled local media has carried reports about an apparent lack of ministerial coordination and there has been criticism that the central bank's curbs on money supply were not accompanied by cutbacks in government spending.
Indeed, many say there is a tussle at the top between those ministers who advocate continued high growth, and those who urge higher priority for fighting inflation.
