My opinion: Yes. Obligatory service is fascist and outdated.

Army need be fully professional-voluntary as USA.

Obligatory service or not, South Korea should secure their own border and not depend upon US troops being there as a deterrent. The numbers of US troops on the border would mean nothing if the North invaded. They are only there to die in the event of an invasion, so the US would have an excuse to join the fight. And if South Koreans don't think the North would invade, all the more reason for US troops NOT to be there.
