Guyana police accused of burning boy's genitals

Police in Guyana said on Saturday two officers had been arrested over accusations of setting fire to a 14-year-old boy's genitals in a case creating an uproar in the South American nation.

Dear Editor:

Your story, entitled Torture in your edition of October 31, 2009, brought uncontrolled tears to my eyes, knowing for a fact what the teen in question had to go through at the hands of the security force, namely, the Police Force in Guyana. The Motto of the Police Force in Guyana as in any place in the world, is: TO SERVE AND PROTECT.

Definitely this is not the case here. It is definitely one of torture and the people who are responsible and who condoned this type of inhumane torture, must be brought to justice immediately. This means all; from the Inspectors of Police, Sergeants, Constables and all others; who may have manned the Police stations where this unfortunate young man was subjected to this very cruel, inhumane and unlawful type of torture.

I await a quick response from the President, The Minister of Home Affairs, and The Commissioner of Police as to their position on this matter.

I call upon the Former Chancellor of the Judiciary, The Honourable Cecil Kennard, and now the Police Complaint Commissioner, to publicly denounce this type of Police brutality and to make the proper recommendations for the DPP to institute charges on a multitude of Police Officers. There should be no long drawn inquiry. Just law the charges.

With the exposure of this Torture and the many others that were previously made by citizens of Guyana, the number one priority for the Government of Guyana now must be to allay any mistrust between the general public and the security forces in Guyana. There must be concrete reassurances of no repeat of Police brutality and that all perpetrators will be prosecuted with the utmost expediency. Heads must start to roll.

We must remember that we cannot allow our security forces to act in a barbaric way, as is being done in several parts of the world, including, Zimbabwe, Iraq, Afghanistan, Pakistan and others. There must be accountability.

I expect that all decent law abiding citizens will register their disapproval of this horrible act of torture.

I also call on all of the heads of foreign embassies, High Commissions, and other international bodies located in Guyana to denounce this torture.

The Government of Guyana has categorically stated that it does not condone any acts or forms of torture. The incident involving the alleged suspects, who were held at the Leonora Police lockups, is indeed horrific and criminal.

While the administration may not be able to prevent all excesses by members of the Joint Services, stern action is taken when these breaches occur. While stringent mechanisms are in place that ought to prevent these occurrences, we must understand that there are prone to failure, since we rely heavily on the human factor.

I am aware that the Guyana Police Force has since launched an investigation into the matter.

The Home Affairs Minister, Rohee has said in an interview that once the accused is held, there are situations for the Police Force, where force can be exerted on the accused to obtain information. Is it not then true that the Government condones this type of Torture.

Tell me?

The world has already known of this and other torture cases.

It is high time for the President to take control of the rogue elements of the disiplined forces in Guyana.

President Jagdeo needs to say something about this torture and have those police suspended and also investigate the matter properly. It is a shame that these kinds of punishment are inflicted on these individuals. it's like decoding the past where horrific punishment was acceptede. TERRIBLE.

This matter has reached the President and the persons involved in this terrible act would not be suspended but expelled from being a police officer in Guyana.

This Torture by the Police Foce in Guyana is not an isolated incidence. Too many of these tortures occur on a daily basis.

Guyana Govt has condoned this type of barbaric torture on its' citizens.

Rohee must step down and so must the Inspector and all at Leonara station.

A wide range inquiry on all other tortures must be held immediately and this is to include all the prisioners who were alledgedly hanged themselves in jail. This whole story of prisioners hanging themselves needs to be investigated.This inquiry should not be centered on Leonora station but all others in the country.

Why has the president not said anything yet?

it shows what jukdeo and his boys are doing . jukdeo busy flying around loking for a future job while his boyz having a good time and dont care what the fcuk going on .many reports were made over and over again and the govt did nothing and has no intention of doing anything about it .people complaining about police asking for bribes , torturing and even the filth of the lock ups . prisoners escaping , even in front their eyes , in the courts etc . what is the ppp doing/thinking . everytime you keep hearing that high profile criminals are escaping . then they attacking people and robbing/killing them .you even hear [police and army robbing and killingpeople . the ppp doing nothing . cause they got bodyguards they dont give a fcuk about anyone . if a country is not stable and and its democratic then something terrible is wrong . the people are unhappy . get rid of ppp and pnc .

we been hearing thois story for years now since the ppp took power . we hear people getting promoted who dont deserve it . just like pnc times . but the ppp pay no mind cause its ok for them .people been complaining for years about police brutality . even the pnc was complaining . but the ppp keep passing it off as a pnc way of pretesting .or letting the people think its not true .

the govt of guyana was and is condoning those acts cause it has done nothing to stop it .people was complaining for years now and jukdeo not doing anything . hes handling all the ministers jobs . he taking all the unnecessary actions , he doing al the talking for all the ministers .i dont hear those so called ppp making comments . rohee mouth in his kakahole .jukdeo wanted roast kock to eat .he believe in eating lil boys kokky so he can look younger and live longer .
