Ukranian was official language of Ukranian SSR it was studied in Ukranian schools, there was TV chanel in Ukranian while there were only 2 chanels at all, there were enough of books and newspapers in Ukranian, and it was not banned anywhere in USSR, like Russian is banned in Lvov.

So it was maybe Russia was opresssed by Ukraine.
At least Ukranian Khritschev took part in repressions in Moscow city in 1937.
