"Another strategy of terror targeting civilian population was also initiated by the policies of imperial Russia. In addition to Yermolov's unsuccessful terror campaigns in the Caucasus, the Russian Empire launched a new strategy, which was to have long-lasting and tragic consequences for world history. It was the strategy of genocide, combined with mass deportation. The first victims were the Crimean Tatars, soon to be followed by Circassians, and finally Jews.
The first genocidal act took place within days of the declaration of Crimea's annexation by Tsarina Catherine II. At the end of April 1783, several thousand Crimean Tatar intellectuals, military officers and clergy were rounded up in Karasubazar and killed. The whole early 1800s marked a period of genocide and ethnic cleansing targeting the Crimean Tatars and aiming at wiping out their culture, intellectual heritage as well as physical presence from the Crimean Peninsula. Following the Crimean War (1853-1856), by the summer of 1860, the flight of Tatars from the terror in Crimea had turned the once flourishing peninsula into a "torched earth" landscape.
What happened first to the Crimean Tatars, stroke next the Circassians in the 1860s. An unprecedented genocide and wave of terror aimed at emptying the whole Caucasus from Circassians. Russia started a mass expulsion in Circassia in 1860, with catastrophic consequences. Unlike the Tatars, who chose the exile and fled from the dar al-harb, the Circassians put up armed resistance, fortified their capital, Sochi, and made appeals to Turkey and the West to gain recognition for independent Circassia. After having forcibly halted the exodus of Crimean Tatars, in 1862, Russia launched terror campaign, massacres and targeted famine against Circassians, and by May 1864, the Circassian resistance movement had been crushed. In 1865, Russia spread the terror campaign against Chechens. By the 1880s, more than three million Circassians (up to 90 % of the population) as well as hundreds of thousands of Chechens, Abkhazians, Georgian Muslims and other Caucasians had been forced to emigrate to Turkey in the proportionally most massive ethnic cleansing of the time. The number of those directly killed has not been properly investigated. Suddenly, as in the case of the Crimean Tatars, Russia stopped the persecution of the remaining populations, and crushed the voluntary emigration movements by deporting the organizers to Siberia. This coincided with the launch of yet another campaign -the pogroms and expulsions of Jews."

The Tatar Invasion
A.) The Origin of the Tatars
The TATARS originate from the steppe region of Central Asia, where they were known as KIPCHAK TURKS. A nomadic people, expert horseriders on their short Mongolian ponies, they were able to shoot aimed arrows while riding. A constant cause of trouble to Genghis Khan, he is said to have ordered the Kipchak Turk men line up in front of waggons. Those who were taller than a waggon wheel had their heads chopped off; the youngsters were raised as loyal subjects to the nascent Mongolian Empire.
Still, the Mongolians did not trust the Kipchaks too much. In 1223 they sent them west, to explore the region, prepare a possible future conquest, but also to get rid of those potential troublemakers.
A.) The Invasions of 1223-1241
Russian chronicles report the first Tatar appearance for 1223, when the Tatar force was defeated in Cuman territory at the Kalka River. Another reconnaisance appeared in 1226. Then, in 1230, a Tatar expedition ravaged Volga Bulgaria and then turned against Moscow. Yet, these were all raiding parties, after the completion of which the Tatars withdrew to the steppe of Central Asia.
In 1236 they were back in full force, subduing the Khanate of the Volgar Bulgars (the region is now known as Tatarstan), then turning on the Russian principality of Ryazan. In 1238 an expedition ravaged eastern Russia. In December 1240 the Tatars suddenly appeared in front of Kiev, entered the city before the defenders even could close the gates. They continued westward, splitting their force into two, one taking the southern route into Hungary, the other the northern route into Poland. The Hungarian army was annihilated in the BATTLE OF THE SAJO RIVER (1241), the Polish capital of Cracow was sacked, a combined Polish-German force defeated in the BATTLE OF LEGNICA (1241). In a letter to the King of France, the Grand Master of the Teutonic Order wrote "nothing, Sire, stands between the invaders and the Kingdom of France". However, news of the Great Khan's death reached the Tatar troops. According to Mongolian law, BATU KHAN and his armies had to return to Central Asia to attend a KURALTAI. It was to save Europe.
C.) The Purpose of the Invasion
The raid into Poland was meant to distract the Poles, Germans and Bohemians to aid the Hungarians, for Hungary's ALFÖLD, perfect grazing ground, was the main object of the expedition. However, Tatars and Mongols rarely established their rule on their first raid. Instead, they ravaged, destroyed, defeated the enemy in order to prepare the conquest on a second raid. On such a second raid, many princes or cities would submit voluntarily, and those who did not were isolated and easy to defeat.
At the Kuraltai in 1242 it was decided that the Kipchaks (Tatars) move their herds into the steppe of Southern Russia, where they were to form the KHANATE OF THE GOLDEN HORDE, with it's capital at SARAI.

There were no Tatars prior to 13th Century (it is a make-up name invented after the Turkish speaking tribes) as your resource also explains.
In fact, prior to the arrival of those so called "Tatars", there were Cumans, Volga Bolgars, Pechenegs, Khazars, Oghuz peoples around. So, which European countries you talk about?

You do not have to use word Tatar to get an idea about the Tatars. Just look at the map of Russia, it gives you an idea about the size of compensation that the Russians would face before the end of this century.

Yes, maybe, but the Tatars from the East invaded Europe well before the Russians expanded in Siberia and the Far East. In other words, if you apply the logic of compensation for invasion (any invasion), the Tatars should answer the claims of several European countries they devastated too.
Are they ready for that? Hell no. But, thet think that time stood still and that they were unfairly deported from Crimea. Maybe, but that has to be weighted against their own actions in the past.
When you start digging in the past, you uncover plenty of stuff that are not always in your favour.
In the case of the Tatars, they were mostly unruly hords who lived of pillage, thef and massacre in Europe, before they were finally subjugated.

The Turkish presence in East Europe dates back to Huns, then continues with the Gokturks, Khazars, Bolgars, Cumans, Pechenegs, Oghuz, Seljuks and the Ottomans.
There was no such thing like Tatar before the Mongol Invasion, and you can not blame the Crimean Tatars as if they were any different than the others during the Medieval or Modern Ages.
However, the Russian state policies developed in late 18th Century were quite different than all strategies in the past since such strategies were the institutionalized prototypes of modern crimes known as pogrom, ethnic cleansing, and genocide.
