Yep, that will work. Just like the using cellphones while driving works. Can't even get the police to obey it. I like suspending the welfare payments.
As for the drop out rate....So what. We need all the pot hole fillers we can get. Leaving the classrooms for students who want to learn. Teachers will no longer have to be enforcers. No more remedial classes. Diplomas will once again mean something.
