"A governmental council monitoring symptoms of hate speech, xenophobia as well as agression and discrimination in the public life is to be created. Education and promotion of positive behaviours is necessary," said in an interview for the Polish Press Agency the Minister of Administration and Digitalisation, Michal Boni, registered as a secret collaborator of the communist Security Service.

As Boni revealed - the council is to be appointed within the next few weeks by the Prime Minister. Its members will include representatives of the Ministries of: Administration and Digitalisation, Internal Affairs and Education.

The new organ will be "monitoring the phenomena concerning hate speech, social aggression and discrimination as well as taking actions limiting such events." "We are wondering how to better monitor all the symptoms of social exclusion, e.g. destroying the cemeteries of national minorities, commemorative plaques and well as discrimination against people of another nationality," said Boni.

Who will the Council focus on? It is quite clear, especially in the context of the following Boni's words: "Politicians should not set a bad example, i.e. use hate speech. Unfortunately, the leader of the most important opposition party publicly supported the boss of a group of footbal hooligans and it is clear what slogans they support and to what they call. These are the bahaviours which are not within the norm."

Is the slogan used by football fans ("Donald, you moron, the fans will make you forlorn") outside the norm and is an example of hate speech? In this case the Council is going to have a lot of work to do.
