New Delhi - the rape capital of India?

Rapes are being reported from the capital of India with alarming regularity. The latest has been the rape of a Swiss diplomat who was abducted from the IFFI parking lot and raped in her own car. The same day, a girl student was raped by a school principal.

The intention of this story is not to declare Delhi, or any other city, the rape capital. We try to examine the social causes specific to the cities under discussion that lead to rapes and associated crimes.
There is no intention in this article to justify rape. But we do seriously plan to examine the issue of rape in all its aspects. We shall try to steer clear of conventional wisdom. After all, conventional wisdom has been around for as long as society existed, and rapes still do continue.

Who gets raped?
Everyone. According to some statistics, only one in 69 rape cases in India are even reported. Only 20 % of those reported result in convictions for the rape accused.

Rapes happen across the social strata in India. In the Indian villages, it is the poor villager's wife or sister or daughter who gets raped by another poor rowdy villager, and everyone from the local thanedar to the landlord. These rapes, unless the news becomes public due to unavoidable reasons, are never reported. It is reported in the newspapers or reaches the police only when a rape becomes part of a larger caste battle, family feud or political game. We do not hear about the massive number of them happening all the time. The media will report a rape only when it is a different kind of rape - a 'normal' rape is not news. The police, even when they get to know of a rape, or even when a rape victim approaches them, almost always discourages the family from filing a complaint. Often they are threatened, if the alleged rapist is someone in a powerful position. Some other times, the police reminds the victim's family of the social repercussions and attention (and permanent social humiliation, no marriages for anyone else in the family etc. etc) and the victim returns home to wash away all evidence of the crime.

The police said the men were looking for some fun. They had been drinking, having a party, and decided to go on a joy ride. They began circling the capital in a private bus, the police said, when they spotted a couple looking for a ride home. They waved the man and woman onboard and charged them each 36 cents.
And then, the police said, the men beat the couple with an iron rod and repeatedly raped the woman as the bus circled the city. The woman suffered severe injuries to her head and intestines and required multiple operations, local news media reported, indicators of an assault so savage that India’s capital on Tuesday was shaking with public outrage. Protesters encircled a local police station and blocked a major highway. India’s Parliament erupted in angry protests and condemnation.
“A terrible, terrible atrocity has happened,” Renuka Chowdhury, a member of Parliament, said Tuesday during a raucous session in the upper house.“I am not going to allow this incident to become another statistic.”

It is amazing how Zah548 predicted that in 2008. I have read his great articles on the AOL Board. He is a very gifted and balanced writer, and also advocates the justified rights of other minorities.

New Delhi is the rape capital of the world. It is proved again and again. Hindus are very sick, dirty and vulgar people. Most Hindus are a decaying race.

The shitty nature of the Indian state is of course rooted in Indian society, as all states are rooted in the cultural formations of their societies. The Indian state sucks because Indian society sucks.

The recent rape by 4 Hindu men stands tesimony to the fact.

It is my sincere advise to young girls not visit New Delhi without any protection. There have been numerous cases of rapes, and the Police has been involved in it too.

Please be careful. There is no law and order in India as should be evident from the multiple rape of the girl travelling in the bus.

Most Forward thinking Indian leaders are very disturbed about the present socio-economic conditions of India. There are 26 armed military insurgencies in India, from Tamil Nadu, to Bengal to Kashmir to Khalistan.
The economic future is very bleak. Poverty, Prostitution, Pornography, Castesim and exploitation of the minorities is expected to become very worse and very critical.

Collusion of the politician, bureaucracy, businessmen, the law and investigating agencies against the interest of the country and people is nothing short of treason. By involving the bureaucracy and the investigating agencies in wrong doings, what message are we sending to these government servants and agencies? What respect will they have for those who demand such acts of misdeeds of them and for those in authority? What moral authority will the government have to point a finger at these agencies and officials when they commit grave impropriety?

Our parliamentary system of governance has failed the people especially the poor. It is time we revisited our constitution.
