Oil purchased or given by Iran is of little use. Food and other basic necessities to sustain the N.K. military have a greater impact. You can't eat a Mad Dogg Dong III rocket.

That is good ideal for countries to strengthen bilateral ties at time of challenges. If I am wrong, then what about USA and Israel? N.Korea is a sovregnity country with legitimate govt, so what Iran does is highly acceptable. The big power must cease to provoke small power country and let their sience grow and cheered by their citizen.

"Big power" is not provoking "small power".

You are correct fest us, smaller countries should be allowed to develop their science. However, if they choose to harbor terrorists or "saber rattle" to get noticed...the larger powers will remind them how to go about business...if you know what I mean. There are respo single ways of going about science building.
