The following is my quick translation of an article that appeared in the Spanish newspaper "El Pais" regarding the visit of President Barck Obama to Mexico this week.
(My English is far from perfect, so I appologize in advance)
The USA seeks in Mexico a partner to reinforce
its leadership in the XXI Century
The visit of Obama this week will serve to stress a new model in bilateral relationships.
One of the main objectives of the foreign policy of the USA during the first term of President Barack Obama was to "reprogram" the relationships with Russia, subject to multiple disagreements and missunderstandigs.
Something similar is being tried at the begining of this second term in the relationships with Mexico, excessively dominated by narcotraffic and border tensions. Washington seeks a new model that could explore the enormous potentials in cooperation between two of the most firm and dynamic economies in the world.
- "Mexico and the USA interchange currently more than 1,400 millions USD in trade every day, more than 1000 in the border region alone. With superior cooperation in innovation, in education, the possibilities of North America as a strong economic block, with countries than complement each other well, and with the perspective that Mexico integrates in the Trans-Pacific Alliance - said a officer of USA diplomacy.
The main objective of the visit that Obama will make to Mexico on Thursday and Friday is to make visible this "reprogramming", this new approach, more practical but more ambitious, with the relations with a neighbour that will have a considerable influence in the future of the USA.
The relationships between these two countries, separated by the Rio Grand, have a large History of conflict, prejudice and retoric that have many times being above respect and dialog. With two very different cultures and confronted with the construction of their respective frontiers, Mexico and the USA have found a difficult coexistance in the last two centuries. At the same time, however, both societies have been creating silently points of contact that make them share much more that what they recon, from Couisine to Business.
During the goverment of Felipe Calderón, those relations were practically monopolized by the war of the Mexican president against narcotraffic and that the USA supported equipment, intelligence and financial resources.
With the failure of that war and the sustitution of Calderon with a new president, Enrique Peña Nieto, that pretends a change in strategy, Obama see the oportunity to make a change also in US priorities.
"It is not that we renounce to security in Mexico, but to increase the economic and commercial profile of the relation, that so far as been kept too low", said our US source.
