"That said, it is undeniably a federal — not a state — responsibility to compensate Compacts of Free Association migrants for the extensive harm caused to their islands in the 1940s and 1950s by the U.S. government's nuclear weapons testing program," Koller added in a statement.

And i think the bulk of hawaii agrees.

Dear Feds :
Hawaii would like a refund for the decades of money hawaii has spent and it was your responsibility to pay for.
Please make the check payable to "State Of Hawaii - general fund"

May I put my two cents worth in please? No one should die because of this bill. I was following this on TV and as for as changing the health bill goes these non-citizens from Micronesia can go to the emergency rooms which they will until something is worked out. No one will die because things are being worked out behind the scene.

Now. If these non-citizens from Micronesia could try harder to get along with us here in Hawaii then I might have better feelings, but these non-citizens from Micronesia are the worst humans on earth toward their fellow man. I won't even waste my time explaining my point because most people living in Hawaii know very well what I mean. They better learn how to get along and respect other people. My feelings on this is to send them all back home because the only reason then came to Hawaii in the first place was to suck up all the free stuff and get big and fat off the rest of us that live here.

Some years back when Hillary was the health care reform czar, Hawaii's socialistic health care system was touted as the national example where those at the lower end of the socio-economic scale get free comprehensive care at government (taxpayer) expense. Now it seems that the national example is out of funds and has to cut back, an that same minority is the target for cuts. A good lesson for those who want to resurrect Hillarycare under the new name of Obamacare.

Hawaii should never have offered all that free medical without funds from the feds, Never. Now Hawaii is trapped into spending so much money they don't have. Why not send the people to Tripler? Where is King of the Pork Inouye on this? Silent?

If the Lawyers for Equal Justice (who the heck are they anyway) wants to sue the State of Hawaii, they should sue the other 49 states as well since none of them provide health care to COFA constituents.
Why is Akaka, Inoyue and what's her face silent on the subject. I guess there's no glory for them in this issue.

Go Lingle it is about time.It says Non-citizens who have been here less then five years. So you mean to tell me that all the others have had years to become citizens and haven't?!! Why not? This just steams me. Become citizens you freeloading crap!! It also stated that it just wasn't micro crap but others as well that had nothing to do with nuclear testing.
Bottom line is it was close but she didn't take it far enough. ALL non-citizens should get no free services PERIOD!!!
There are people who have lived here for years and years and don't bother becoming a member of our society (or learn the language)but think it ok to take our money. Then think it is also ok to protest us. What a bunch of crap!!! I am tired of being spit on by non-citizens. Take all of them off services ALL!!!!

When you depend on someone else to take care of you, they can either take care of you, or they can choose not to take care of you. If you do not want someone else to have that right, then you should try to figure out what government can do to allow us to take care of ourselves.

I have a simple solution for the Micronesians ("Micros") who are in this situation -- do it the way everyone else does it, get a legitimate job where they are regularly employed for a minimum of 20 hrs. a week. That way they will obtain health insurance from their employer, and will be able to buy coverage for their immediate family members who are "too sick" to work. Being on dialysis isn't being too sick to work. I was on dialysis from 47 yrs. old until 53, and worked full time for the whole period of time with less than 1 month of sick leave for that whole period of time that was due to dialysis -- I was hospitalized 2 times during that period of time. The only reason why I got off of dialysis is because I finally received a kidney transplant. Since the Micros who are protesting being cut off of welfare, are on welfare in the first place which means they obviously aren't working. They should try working regularly, it will be advantageous for them. The other alternative to their problem is for the Micros to return to Micronesia and leech off their governments, not ours. But since the Micros are here instead of their homeland, I suspect that the Micronesian governments aren't as generous as our government is when it comes to welfare bemefits.

Here is a link To Koller's statement entitled "Why Hawaii Offers Free Health Care for Compact of Free association Migrants" Yet, no where in the statement does explain "WHY", particularly when we are reducing health benefits for State workers, i.e. the ones that aren't laid Off.

Also, she says:

1. That DOH is now going to extend health care to noncitizens of other countries. WHY

2. That the federal government is obligated to provide medical care for victims of its nuclear testing program. That's true and the federal government has provided for this medical care. The current benefits sought by Micronesians have nothing to do with nuclear testing.

3. That the federal government has a legal and moral obligation to Micronesians. OK, but that obligation was fully met and agree to in the COFA.

Quit throwing away our taxpayer monies. No other State or territory gives Micronesians free health care. In fact, even those Micronesians who do not live here, simply come to Hawaii for free health care. In fact, the Micronesian Governments pay for the transportation in some cases.

I have a novel idea for health care.

GET A JOB!

Hawaii law requires that people who work more than 20 hours a week get health care from their employer.

The thing is, these clowns don't want to work. They rather sit around getting freebies.

They get Section 8, they get food stamps from the state. It is pretty unreal that a lot of workers in Hawaii are losing their job and are forced to pay for COBRA, while these tools are saying "Give me Dial-ysis". GIVE ME GIVE ME ... That's the big problem.

Send these unmotivated baby factories back home or to somewhere else. THESE PEOPLE ARE NOT EVEN ALLOWED TO VOTE! WHY ARE POLITICIANS BENDING OVER BACKWARDS FOR THESE PEOPLE?

Every other immigrant who came to Hawaii came here to work, not these low lifes.

Take time out of your day to see how these people shop or cross the street. They walk at a snails pace like they don't have a care in the world (if i was getting freebies I probably wouldn't have a care in the world either).

The State looses financially one way or another no matter what short term resolutions are arranged to assist those currently requiring chemotherapy and dialysis services. The Federal Government had an agreement with these nations to assist with healthcare. It is the responsibility of these COFA nations to resolve their healthcare shortcomings which would allow their residence to remain home.

The people of Hawaii should not pay health benefits for non citizens who come here thinking everything is free. If the Feds told them they can come here then have the feds pay for their benefits, not the hard tax payers of this state. Not you wonder why health insurance is so high. We are paying for all immigrants who think America is the country of freebies. Heck, we can't even take care of our own citizens. I say go back where you came from. America is broke.

The entire debate surrounding Health Care affordability and access demonstrates the morality of the Nation. The entire philosophy of spending more on preparing the nation for war and destruction than ensuring the quality of life and providing health care within its own borders to American Citizens shows a twisted and distorted respect for human values.
Arguments against HCR no matter what are centered around prioritizing profits and social status above common life, and the quality of ones life is inhumane and ethical. Life is being regulated to whats in the fine print of a Health Care Insurers agreement, constructed by the barons and capitalist of the nation to expand profits.
Fundamentally this is wrong and against the nature of civilized mankind. Even in a war the enemy is cared for when harmed, unless youre captured by a barbaric savage clan. The extremist may be wining the war in retrospect to the adopted measures of our leaders.
America seems to have adopted the conscience of those whom shes embattled over the last 8 years judging by the antics employed in the engagement of enemy combatants. We have stooped to their strategies of ruthlessness giving creditability their brutal strategies? We have begun to follow the battlefield example of a rag tag band of extremist with no conscience of the rule of law and order.
American has become disorderly on the battle field and here at home with our politics. This may explain the callousness of our decisions which are creeping into Americas value system. There is no way to characterize opposition to caring for American Citizens and ensuring access to basic and essential human services that enhances the quality of their lives. The Government has a right to ensure the general welfare of the nation. The rationing of essential human services threatens the welfare of the country.
What are the Values of a society when there is placed in that society a monetary value on a life? Health Care is as essential as Food, water and emergency services to sustain life. In a developed civilized world the rationing of health care alone income lines is Tyranny. By the very nature of a Higher Powers, if there is a collective belief in something greater and good; that order is flat out wrong immoral. We have regressed to a time when we were grunting and eating with our fingers, should that be the case.
