That is an incorrect statement. According to the American Government Al Queda is also fighting Assad and so are Syrian Rebels , that is a big difference from what you said. Who would Assad negotiate with, that would be the official opposition coalition but Assad does not want to talk to Syrians that do not follow his opinion.
AlQaeda forces have been the ones who have spearheaded attacks against the Syrian government! Negotiating with the "rebels" would be meaningless, because AlQaeda terrorists and Islamic extremists would never go along with any diplomatic solution. They are not interested in a Democratic Syria, only in one ruled by Islamic law!
