IN MY OPINION (FOR WHATEVER ITS WORTH), I FEEL VIETNAM WILL ALWAYS BE A LOYAL FRIEND TO LAOS AND WILL ACT TO PROTECT, BEFRIEND, AND MENTOR TO LAOS. LAOS WILL GROW AND IMPROVE SLOWLY EACH AND EVERYDAY.
