Guyana government unwilling to crack down on drug cartels- USA puzzled

The 2008 International Narcotics Control Strategy Report (INCSR) was released yesterday and it mentioned that the National Drug Strategy Master Plan for 2005-2009, launched over two years ago has not been implemented by the Government of Guyana. Murders, kidnappings, and other violent crimes commonly believed to be linked with narcotics trafficking are regularly reported in the Guyanese media, the report stated.

The Guyana government has not dedicated the resources to determine the quantity of illegal drugs flowing through Guyana. All projections are speculative based on the few low level seizures made. The DEA (Drug Enforcement Administration) and the Bureau of International Narcotics and Law Enforcement Affairs are not being given the required cooperation to make the programme a success, despite monies channeled to the GOG to aid in the drug war.

The Joint Intelligence Coordination Centre (JICC) was formed in 2005 is now defunct. In its place, a task force covering narcotics and illegal weapons has been assembled by the Minister for Home Affairs and meets monthly, but there remains limited productive interaction or intelligence sharing among the organizations involved," says the report.

The country’s legal system is outdated with antiquated laws that are not helpful in the drug fight. There are no laws that support plea bargaining, wiretapping, or the use of DNA evidence. Nor are there laws against racketeering or conspiracy. The US Department of State said that the GOG has not identified or confronted major drug traffickers and their organizations and have limited arrests to low level traffickers. Puzzlingly, there is strong governmental resistance to have wealthy drug lords extradited to face charges in America and they are able to setup businesses as front operations to launder drug monies. The US stated that there is no tangible evidence that Government officials are involve in narcotic or money laundering however members of the Guyanese public strongly supports this belief. Public perception is that there is corruption in high levels of government and due to bribes and fear of reprisals, these illicit involvements foster with impunity.

I have over the last two years repeatedly offered help in the education of drugs and crime and have never had replies even to say no.

sadly there are long lists of qualified Guyanese who suffer the same fate

when someting is being repeated over and over again it becomes fact. why? because people start to assume that it cannot be a coincidence. i still cant understand why the gog defends scumbags like roger khan, barry dataram and those sleazy drug lords. plus those residents at lusignan calling for roger khan to return should have been denounced and rejected by the GOG

no one in the govt has uttered a word against roger, razak, morgan or any of the rest
and you'd think they'd confiscate his property with the new money laundering laws on the books? not a fat chance...when some folks in Lusignan told Jagdeo directly they wanted roger back all he said was 'well you know one man cant solve this problem' not 'no he's a criminal and we will have nothing to do with him'

Dataram was released three times by the same judge...now here is a man who's wife and kids were kidnapped by venezuelans and colombians[?]on the west coast taken all the way back to essequibo coast and of course he cant report it...the police stumbled upon them and the shoot out ensued

I stayed and married in Guyana, the country itself is wonderful. The work i do in the UK with regards drugs and violent crime for the police and prison service (who i am employed by) is recognised as a great preventative tool. Please just contact me. gbanksycp@yahoo.co.uk

glen my dear how long have you work with the UK regards drugs and violent crime for the police and prison service . i gust a number of years . so you thing you know plenty ha . GOG have everything under control as it related to the Drug problem in Guyana. As for Khan and the other they had NO relation with the GOG or the PPP Party what so ever .

Glen you wont get any contacts of merit from the govt or any of their clowns...all the major drug dealers of Guyana are working with and/or have various members of the govt working for them
the govt is not in the business of drug prevention etc...they passed a sham drug master plan a couple years ago and that's as far as it's gotten, to the floor of the Parliament...there's never been a conviction of a drug lord in Guyana. Never!

additionally be very careful in Guyana as many of the people you think are friends in govt and in so called civil society could turn out to tbe your worst nightmares

the president hired as adviser and 'security consultant' the former police chief of New york even after he knew this man was on trial for major crimes. he kept defending him until he was indicted in the US then let him go which was a huge embarrassment to our country as Kerik was ineligible for employment in the upper levels of the US govt as Rudy Guilliani and George Bush found out when he was appointed to lead homeland security however, the president of Guyana thought it fit to hire him to lead his security team

so that's the mentality you are dealing with. the president of Guyana appoints and defends criminals as he did when he fired glen o'lall so the chief fuel smuggler in guyana case before the courts is tossed out

The President of this great nation of ours has never appointed or defended criminals, who buried Blackie as a revolutionary hero....PNC (persons nuturing crime) O'lall dismissal has no bearing on the case before the Courts ( he has given his evidence in chief already) stop the lies, The GOG has never stopped the extradition of known or wanted drug czars from this country.
We are a sovereign nation and the rules of law must be applied to all citizens without fear or favor......You are talking about corruption ...bring the evidence and do not hide behind perception.

the president of Guyana has only defended the following: Ronald Gajraj [criminal minister who's visa to both canada and US is revoked], Buddy's [fuel smuggler,'borrowed'$800KUS taxpayers money he doesn't have to pay back, Glen O'Lall [multiple offences], Odinga Lumumba [multiple offences], Barry Dataram [wanted in US]has been released by Justice Singh THREE times, he's now on he run and wanted by Police [supposedly], Roger Khan [soon to cut a deal with the federal authorities], Terrence Sugrim [another cocaine king] deportation to US is on ice etc etc

the case against Buddy's depends on evidence that was to be presented by O'Lall

the President of Guyana appointed a criminal to be his chief security adviser and kept defending him til he was indicted in New York...spiritual adviser Prakash Gossai is a shady character who is presently before the courts in Florida and New York again and could possibly do time...when all else fails, say the sky is pink. one day it may very well turn out to be pink

Stabroek News was told that the minister might also have opted to terminate Caparros's contract because former New York Police Commissioner Bernard Kerik was appointed by President Bharrat Jagdeo as security adviser to both the President and the Minister of Home Affairs.

the GOG have links with drugs cartel....who they used to silence and opress those who are oppose to them.....the drugs lords acts like a secret police for the GOG....remember the so called ''phantom''? it was jagdeo(one of the antichrist) who give roger khan and his henchmen authority to kill those who was against this govt....this PPP govt is a carbon copy of adolf hitler regime....and the have the audacity to call it ''democracy''
