I have been following the story of the Enchantment of the Seas cruises operating out of Colon, Panama with interest both in the local (Panama, Panama) papers but also on a local web site (http://www.abpanama.com/panama-travel/panama-... ). An interesting point the website makes is that US Homeland Security issues make it hard for Latin Americans to enter the US to go on cruises. The same website also notes, in a different article, that multinationals are setting up training centers in Panama not only because of its central location and growing economy but because it is hard to get skilled Latino workers into the US for training.
