One of the pitfalls of standardized technology. Much easier to make tech that monitors other tech. New World Order is coming in more ways than one.
Some say this is a public gasp/omg to show their public that they won't tolerate abuses of their privacy. Must admit monitoring allies private cell phones is a breach of trust because it says we don't trust you are telling us everything even though you are under no obligation to do so.
