Police continue to arrest those suspected of having HIV in Grease

Amid a sharp rise of HIV cases in 2011, the country made HIV testing mandatory and authorized law enforcement to detain individuals suspected of being HIV-positive, reports Salon.

Health Regulation No. 39A is causing an uproar among human rights groups and global health organizations who say it unfairly cracks down on sex workers, drug users or undocumented migrants. The law allows for forced isolation and compulsory treatment for HIV and other diseases of public health importance.

Unless one knows of a functioning Mono-Ethnic State that proves to be an exception to the rule, then this rule generally applies: National identities are socially-contructed, usually by grouping together an unspecified number of biological entities under one clearly defined geographical area and instilling in them one generally accepted common vision - looking forward. This is what happened in FYRoM, except they spent more time looking into the past than looking forward, into the future.

In FYRoM exists two main biological entities...Slavs and Albanians, at a ratio of 4:1 in the Slavs favour. The Slavs there govern by majority rule and covet the Macedonian name for sovereign state-name, national-Identity, language-name, and ethnic-Identity. The problem is this: They were not born ethnic-Macedonians, that ethnicity was constructed for them by Marshall Tito, a Croatian South-Slav who ruled over the old Communist state of Yugoslavia. Under his command, a Macedonian-language was concocted in 1944, from the fusing together of Serbian and Bulgarian whilst one year later, in 1945, a Peoples Republic of Macedonia came into being.

Looking forward, during the end years of WW II, Marshall Tito saw an opportunity in taking Greek territory. It was the name of this Greek territory that he used to construct a brand new Peoples Republic in Yugoslavia...surreptitiously to accomodate a South-Slavic peoples that were now to use a brand-new name for themselves their country and their language. Having described themselves as Bulgarians from since 1870 to 1943, the peoples that inhabited the Serbian province of Vardar-Banovina had now to learn to call the place Macedonia and themselves Macedonians.

FYRoM came into being in 1991, when Yugoslavia collapsed. Using the Macedonian name within the confines of a Federal Yugoslavia did not pose a problem for anyone...until FYRoM decided to use that Greek-Hellenic regional-tribal name outside of the Yugoslav federation without paying due respect or consideration to Greek concerns. In spite of Greeces objections, and in malevolence to Greek concerns, FYRoM opted to fight under the banner of human rights to use the Macedonian name for self-Identity and self-determination purposes, irrespective of the fact that characteristics wise, be it geographical, historical, cultural, linguistic, genetic, or anthropological - FYRoM does not posses enough of those Identity factors to legitimately call themselves Macedonians and their country Macedonia.

The initial introduction of the regulation in April 2012 resulted in the roundup of dozens of women alleged to be sex workers, who were then forced to take HIV tests.

Those found to be HIV positive were ARRESTED and charged with causing intentional grievous bodily harm, a felony, or attempted bodily harm, for allegedly having unprotected sex with customers while HIV positive.

The police and media outlets published and broadcast the women’s personal data, photographs, and information from their medical records of their HIV-positive status.

Many of the women arrested during the 2012 crackdown were detained pending trial FOR MONTHS before they were finally acquitted by the courts, who found no strong evidence for the charges.

With the Grease HIV law, police are now allowed to detain anyone (even tourists!) and force them into HIV testing if the police believe the person is HIV+.

Grease HIV testing law also urges land lords to evict HIV+ individuals in their buildings due to them being threats for HIV- residents.

Wither Grease: Is a police state emerging?

New laws now allow the police to stop and search people without any reason or justification.

Greex citizens, foreigners, and immigrants who lack the proper paperwork and identification papers are at risk of being seized and sent to said camps.

There have been numerous instances of tourists visiting the country being stopped and some cases even detained for no apparent reason.

The Sanitary Decree, which was first introduced in April 2012, puts specific control and screening measures into place against drug users, migrants and sex workers.

After the decree was introduced, a number of sex workers were arrested, detained, tested for HIV and prosecuted. Their photographs were then published publicly.
