Sounds like a great plan to me, but it is too logical to work in the USA. It certainly would benefit public transportation woes too!
However there are those who own a fleet of these big yellow blimps that make a buck and not too sure they'll think to swell of the idea. Therein lies the problem, eh?

Studies have shown (and the European experience has proven) that public and mass transit should be funded whether it makes a profit or not. The benefits to the communities, to the health of the inner cities, and for the ease of moving people from one spot to another all should be considered "profit for the community." We here in America forget that when a community profits it can and usually is better than if one individual or one corporation profits.
Besides, the continued reliance on cars rather than mass transit is no longer feasible in light of the exploding cost of oil.

The problem in America is that the politics involved demands that the public mass transportation only move certain people at a low cost while making others pay for it, depending on their voting districts. Example, low cost mass transit in Philadelphia being paid for with highway (gasoline) tax money. In Europe they make mass transit available to everyone. Here we take the politically expedient route.

Very true, Gary. Can you imagine if someone proposed the following: We'll have a mass transit system funded by taxes, but it will only be available for people between the age of 5 and 18. It will only work between about 7:00am and 5:00pm. It will only work for 9-10 months per year. Well, that's what we have with the taxpayer-funded mass transit system called the public school bus system. Ridiculous, isn't it?
