How to solve a problem like Abkhazia?

After the outright rejection of the German peace plan by Bagapsh & Co. and partly Tbilisi, I wonder what might be the actual solution to the conflict.
1. Abkhazia within its current borders can not become independent, as there is a Georgian refugee issue, plus a strong Western support against it
2. Abkhazia's current administration and most of the current residents are not willing to be part of Georgia in an way
3. Couple of month ago one of the papers cleverly suggested splitting up Abkhazia with Gali and Ochamchire under Georgian control and the rest under de facto administration. This was also rejected by both parties.
Does this mean the WAR is THE ONLY solution? isn't that pathetic?

War is the only solution? Well yes, of course. Whatever the settlement plan will be, they are likely to reject it. One might go bankrupt when it comes to different new ideas but still not be able to settle this conflict.
It is all because of Russian Federation. They speculate with their status not because they are really worth something, but just to stop Georgia from entering NATO. That is their only and biggest value for Russia.
I believe that Georgian government needs to wait some more.Make the economy and military stronger . At the same time the US should not play double politics and stop flip flopping on issues.The new president should not go to Russia and say that he got the sense of Medvedev's "soul" like Bush said about Putin. Instead he needs to take a very strong stance and say everything the way it is. Diplomacy is good but we cant let a lot of blood spill.
P.S. If after 3-4 years any serious agreement is not signed, I believe that the war will be almost inevitable.
