3- Other small parties like PR (Republican Party) possesses a range of well educated individuals, who can contribute fruitfully, however most of them were once pro–integrationists – Its time to prove that they are Serious about TIMOR Loro Sa’e and to cast off the Bad Omen in been called integrationists. Like PR there are also PNT, PST and the others UDT’s, all with some form of INSTABILTY in their political ideology.
In addition, all these parties including Fretilin have the potential to provide the real results and show the World that we can do it. All they NEED is a PUSH from all of us, the VOTERS.
Throughout these last few months, I have witness so many powerful ideas coming out from this FORUM… this is not just a FORUM, but real TIMORESE sharing their THOUGHTS and Minds. We are all Sons and Daughters of TIMOR Rai-Doben, we can help and persuade these so called Leaders with these ‘many Powerful Ideas’ so they can also feel confident that we are supporting them.
Reiterating with Fretilin’s chances to rule again with ‘Alkatiri and these notorious Gang from Maputo, then, it is not ONLY marks the END for Fretilin, but also to officially introduce Timor Leste as the FAILED STATE to the WORLD. My reason for this statement is to pledge for a National Unity. It is a fact that Fretilin have lost the confidence from the Timorese people - Fretilin, which held power in the last parliament, saw its support slide from 57% to 29% of the Nation’s Vote - that is a real testament for Fretilin’s credibility and if they were accepted in Timor Leste’s political platform.
The coalition with (this)‘ultimate’ MARRIAGE OF CONVENIENCE – is a MUST for the SURVIVOR of Timor Loro Sa’e, FRETILIN need’s to GET READY OF MARI ALKATIRI AND HIS GANG, in order to win back the HEARTs of TIMOR OAN HOTU.
As Dr Kingsbury pointed out,“a minority government is conditional upon majority support, hence any majority alliance automatically trumps an attempted minority government.” Moreover, although Timor has a Multi-Party System, but letting Fretilin rule with only 21 seats is not justifiable, and it will be a nightmare when bills/legislations needed to be pass by the senate. Just try to imagine ‘this smooth and uninterrupted parliament?’
So, dear sisters and brothers from Timor, whether you are from Fretilin, ASDT/PSD, CNRT or just the minor party with ‘superman energy’ you are the SOLUTION for the prosperity of Timor Loro Sa’e. If we go around BITING off each other’s ears, then we are going back another 25 years… but if we are serious about RESULTS, then give this COALITION a CHANCE to do something.
A simple message to Maun bo’ot Xanana, Katuas Xavier, Sr. Mario Carrascalão and brother Fernando Araujo ‘Lasama’- if we stick together maybe we have the chance to see some changes to the better! Four individuals making decisions together are better than one person alone!
In conclusion, If Fretilin forms Government with this ‘SMALL majority,’ then, this is a CHANCE for Fretilin to cleanse its SOUL and REBORN as a FRETILIN for the people but not for (the) INDIVIDUALS, consequently, they must provide results within the next twelve months and GET ready of the ‘worthless’ of FRETILIN ‘Alkatiri and his useless folowers.’
If the Coalition get the JOB, it is a testament for democracy, we will try to encompass all the above mentioned about making opposition FRUITFUL, and most importantly, it will eliminate the unfortunate East-West ‘scenario’ and the past sorrow, so it can be translated into a government itself. In addition a government of National Unity would mean, with anticipation, appointments based on merit as well as political responsibility. The people of Timor Leste have suffered enough and for too long; they deserve a new phase of political compromise and cooperation rather than POLITICAL confrontations.
Our new Nation needs Peace and Prosperity and we should all pledge our support for that CALL,

A “brilhante” intervenção da “competentíssima” Ministra da Justiça Lúcia Lobato que com a sua suprema decisão humilhou-se e humilhou o seu Governo por não ter conhecimento da leis do seu País ao contrariar uma ordem judicial que permitia a viagem do Rogério Lobato e ao mandar prendê-lo dentro de um avião. Logo, no primeiro dia, este governo mostrou que é capaz de tornar Timor-Leste numa República das Bananas. Uma Ministra da Justiça não é Juiz minha cara Lúcia! E por favor: em caso de duvida não faça nada! Gostaria, ainda, de realçar que a incompetência da mediocre ministra da Justiça provocou tensão no governo da Malásia. Lucia Lobato não devia ter contrariado uma ordem judicial e, até, a autorização do Presidente da Republica em que permitia que Rogério Lobato pudesse sair de Timor para receber tratamentos médicos na Malásia. Como se não bastasse ela ainda violou as leis internacionais ao mandar buscar o Rogério a um avião de bandeira malasiana. |

Dear Compatriots, A have posted these comments not so long ago, when I wrote this, I was conscious that it would happen someday soon. Despite all the mist of confusion, there were people thinking rationally, and indeed we need to welcome such initiatives. The link above, justifies the understanding of political thinkers. “Certainly, we have some ‘unqualified’ individuals in those leaderships - well to be precisely, we all are!- But we have to start somewhere, that is why we ‘need professional ADVISORS’ this should be people from Timorese descendants and/or perhaps from well respected ‘democracies.’ If ‘we’ procure to spend money on armies - why shouldn’t we rethink rationally and spend money on an ARMY of real professional advisors? Certainly, it is necessary to measure our dreams; nevertheless, it’s not IMPOSSIBLE. Perhaps we should consider Japan as an example! Japan was crashed by the atomic BOMB during WWII - Today Japan is one of the worlds economic Powerhouse. They turned to America (ironically) to provide them with guidance in Political/Economics and other social infrastructures in general - ten years later results did emerged - this is not a RADICAL example. This paradigm is a must, and I am confident with this concept, from which it could be applied to any developing state with 100% success rate.” Timor should have a brighter future if events such as this do occur often! |

Tetun must be the only language of political debate in East Timor Parliament. This is because not all MPs speaks Portuguese or Bahasa Indonesia. Some of them can only speak Bahasa and Tetun; others can only speak Portuguese and Tetun. Tetun is the only language that everybody can speak. Off course we have some exceptions where some Politian can only speak Portuguese, e.g. Ana Pessoa. But this is a rare case, so this politicians should learn Tetun which is very easy.

I agree with u. I think the use of Portuguese language is totally unnecessary in East Timor. Wat's the purpose of language at the first place? Language is used to communicate. How can we communicate in Portuguese if at both ends dont know a thing in Portuguese. I think it's absolutely rubbish. By using portuguese language, is the same as East Timor declaring Portugal over again, and shouldnt East Timor be a free country? Wat has Portuguese colony done to East Timor? They've done nothing for centuries throughout the reign in Timor. I dont understand why after fighting all the colonials out from East Timor, now we're forcing ourselves to speak Portugues. It's ridiculous. |

I think it is beneficial for us to learn Portuguese as a second language, so that East Timor can build networks with Portuguese-speaking countries. But if we look at the facts, is it more beneficial to learn Portuguese or to learn English? How many countries in the world speak Portuguese and how many speak English? How many people in East Timor speak Portuguese that we are able to make it a national language? I think Indonesian is more of a majority than Portuguese. Even at schools we still strongly depend on books, materials and curiculm from Indonesia. Lets think of what's good that has come out of Portuguese reign in Timor. For centuries they reigned Timor but hardly did anything for East Timor's development. Lets face it. 25 years of Indonesian reign had introduced Timor to many, many things. The roads in timor are Indonesian. The electrical system and so many other things are traces of Indonesian reign. All daily products that we use come from Indonesian trades. I too disagree of the way Indonesian ruled East Timor. It is not acceptable and im not asking anyone to accept it. But if we compare Indonesian rule with portuguese, which one has benefited East Timor more. Indonesia or Portugal? It would make more sense for us to learn Indonesian than to learn Portuguese. Is it part of a political strategy? or what, no one knows. Is it pride? not wanting to speak Indonesian because we have just been disowned from them or what. Since East Timor's independence, has declaring Portuguese as a national language benefited our people? Everyday people are complaining of the compulsory to speak Portuguese. We have got enough issues in Timor, why should we create another one?

Paredes aproveita visita Ramos-Horta
Novos projectos de cooperação com Timor O município de Paredes vai aproveitar a visita a Portugal do presidente da República de Timor-Leste, José Ramos-Horta, para lançar novos projectos de cooperação com a mais jovem nação asiática, nos domínio social e da construção civil. Fonte da autarquia adiantou à Lusa que o alargamento da cooperação com Timor-Leste será discutido hoje de manhã, num encontro em Lisboa entre o presidente da República timorense Ramos-Horta e o presidente da edilidade, Celso Ferreira. Foi Ramos-Horta, então primeiro-ministro, que em Março deste ano inaugurou uma fábrica de móveis em Baucau, construída com máquinas oferecidas por industriais do concelho, e cuja expansão tem vindo a ser pensada. Continuidade do projecto uma fábrica por Timor O projecto “Uma Fábrica por Timor” envolveu também acções de formação e desenhos técnicos de mobiliários, facultados por profissionais da madeira de Paredes, um dos concelhos do país onde esta indústria é mais representativa. Numa primeira fase, a nova unidade industrial de Baucau dedicou-se à produção de linhas de mobiliário escolar para a reconstrução do território, alargando depois gradualmente o seu âmbito produtivo, para fazer face às necessidades do país e eventualmente exportar, aproveitando a qualidade das madeiras timorenses. Na forja, segundo a mesma fonte, está a assinatura de um acordo de geminação entre Paredes e Baucau, recentemente proposta por D. Basílio de Nascimento, bispo da cidade timorense, mas que só agora vai começar a ser preparada. Em Fevereiro do ano passado seguiu o primeiro contentor no âmbito deste projecto para Bacau. Levou sete máquinas e pequenos utensílios. No final do Junho, seguiu o segundo carregamento com mais oito máquinas e Celso Ferreira, presidente da Câmara de Paredes, mostrou-se então confiante no início de produção da fábrica. |

Presidente de Timor-Leste quer presença «robusta»
O Presidente da República de Timor-Leste, Ramos-Horta, considerou essencial que as forças portuguesas mantenham uma presença «robusta» no seu país pelo menos até 2011, vincando que a áreas da segurança e defesa continuam prioritárias, informa a agência Lusa. O apelo de Ramos-Horta foi feito depois de ter sido recebido pelo primeiro-ministro, José Sócrates, em São Bento. Nas breves declarações que fez aos jornalistas, o Presidente da República de Timor-Leste disse ter «agradecido» ao primeiro-ministro «a rapidez e a generosidade dos apoios que foram dados por Portugal». «No ano passado, no auge da nossa crise, Portugal correspondeu ao nosso apelo com o envio de um contingente da GNR», apontou Ramos-Horta. «Junto das Nações Unidas e de Portugal, pedimos para que as forças portuguesas continuem a manter uma presença robusta no território por alguns anos, talvez até 2011 ou 2012», acrescentou. |

Timor pede mais professores a Portugal
O vice-ministro da Educação timorense, Paulo Assis, pediu esta sexta-feira ao Governo português para enviar mais professores para Timor-Leste no âmbito da cooperação na educação entre os dois países, noticia a Lusa. «Timor-Leste escolheu português como língua oficial.É preciso cooperação para melhorar e reforçar a formação de professores», disse à agência Lusa o vice-ministro no final de uma reunião com o secretário de Estado da Educação português, Jorge Pedreira. Nesse sentido, o governante timorense revelou que,«em princípio, Portugal vai enviar mais 30 professores para Timor-Leste, que deverão ficar sob o encargo do governo timorense». De acordo com Paulo Assis, ao tomar a responsabilidade dos encargos dos professores portugueses, o governo timorense está a mostrar «a aposta» para implementar o português. O vice-ministro disse ainda que o objectivo é ter professores que, além da língua portuguesa, ensinem outras disciplinas em português e, simultaneamente, dêem formação aos professores timorenses. «No ensino secundário é onde temos mais problemas, porque faltam professores para ensinar outras disciplinas, como matemática e biologia, em português», disse o governante. Segundo Paulo Assis, existem actualmente em Timor-Leste 120 professores portugueses e 6.500 timorenses. Em declarações à agência Lusa, o secretário de Estado da Educação, Jorge Pedreira, afirmou que o envio de mais 30 professores no início do próximo ano lectivo está dependente de várias questões, nomeadamente das condições de alojamento e segurança. «É preciso haver condições. Do ponto de vista das infra-estruturas não há condições. Não há capacidade de alojamento e transporte, que é fundamental. A questão da segurança também é importante», sublinhou. |

Cooperação técnico-militar com Timor-Leste
2007-12-04 Ministério da Defesa Nacional Secretário de Estado da Defesa Nacional desloca-se a Timor-Leste no âmbito da Cooperação Técnico-Militar O secretário de Estado da Defesa Nacional e dos Assuntos do Mar, João Mira Gomes, desloca-se a Timor-Leste para assinar o novo Programa-Quadro de Cooperação Técnico-Militar para o triénio 2008-2010. João Mira Gomes aproveitará a deslocação para estabelecer contactos com as autoridades locais, nomeadamente com o Presidente da República de Timor-Leste, Ramos Horta, o Primeiro-Ministro e Ministro da Defesa Nacional, Xanana Gusmão, com o Secretário de Estado da Defesa de Timor-Leste, Júlio Tomás Pinto, e com o Chefe de Estado-Maior General das Forças Armadas, General Matan Ruak, e visitar projectos em curso, no âmbito da cooperação técnico-militar entre os dois países. Mantendo a primazia na área da Formação, o próximo Programa-Quadro (que abrangerá o período 2008-2010) vai dar seguimento ao que já foi alcançado com o programa-quadro 2003-2005, nomeadamente em termos de aposta na capacitação das Forças de Defesa de Timor-Leste (FDTL) de um sistema próprio de formação. Os projectos para o próximo triénio centrar-se-ão assim no apoio à Estrutura Superior da Defesa e das Forças de Defesa de Timor-Leste,à Componente Naval, prosseguindo sempre a colaboração na área da Formação. Em termos de Componente Terrestre, a Cooperação Técnico-Militar (CTM) vai centrar-se no apoio ao Centro de Instrução Militar de Metinaro. A CTM luso-timorense tem por base o acordo geral de cooperação assinado entre os dois países em 2003. Antes disso, a partir de 2000, já Portugal se comprometera a colaborar com Timor-Leste no processo de selecção, recrutamento e instrução do pessoal oriundo das Falintil, com vista à sua integração nas componentes terrestre e naval das Forças de Defesa de Timor-Leste; em assessoria técnica; e acções variadas, designadamente em matéria de formação e oferta de material, entre as quais se destacam duas lanchas, um contentor-oficina e fardamento. A caminho de Timor-Leste, o secretário de Estado João Mira Gomes passará por Paris onde fará, perante a Assembleia Parlamentar da UEO (União da Europa Ocidental), o balanço da Presidência Portuguesa da União Europeia na área da Segurança e Defesa. |

What is behind this policy? Contracts to source 7.5 million tones of rice for distribution. How was the tendering process carried out? Through single sourcing, meaning the tenders were given without any bidding process.
