The veil is a symbol of prostitution sanctioned by a religion some 7000 years back.

Doesn't a condition ..

Islam look at women as something very value ,like diamond or pearl ..
So pearl should be in shells to protect ..

So hejab also protect women , and men in Islamic world had serious look at women with all respect in relationship , the didn't just please their feel of enjoy with them but if any one want to have a relationship with women they direct think about marriage
.. and you can see that the lowest rate of crime , rape and kill is in Islamic world ..

I see that is kind of persecution that women's evaluation based on her body , beauty , how is her clothes , skin …ect ,
Because how matter she look , she must respect because she is a human also and the real evaluation should based on her thought and deed ..

Hyjab just as you said symbol , but does that symbol have value if the woman who wear have bad deeds , or she is whore , bitch …ect ..
Actually in that case it is useless , so it is not criterion to evaluate woman ..

If any women want to be bad she will do with Hajab ( headscarf ) or without it ..

For that islam make rules fro both women and men to control their desires .. and that connected with behaviors and deed not on out-shape .. and the last one just complete the fist one ..

Islam always confirm that good behaviors is most important things to built safe , secure and calm society ..and that behave should come from conviction from inside ourselves

The results now :
- Islamic world is only society that most of its women are virgins when they get marry
- the rate of rape and crime is the lowest comparing with other societies in this world
