Im Confused.

Please explain:

Turkey “embargoes” T/C cyclist

A Turkish Cypriot cyclist who won a race in Turkey, organised by the Turkish Cycling Federation, was not recognised as winner on the grounds that he is a “citizen of the Turkish Republic of Northern Cyprus.”
According to a news report by Filiz Seyis published in Kıbrıs Postası, Turkish Cypriot cyclist Taçam Gökbörü won the race, but first place was awarded to Turkish cyclist Adem Koçay, who in fact came second.
Last week, Turkish Cypriot sportspeople were not invited to the 2013 Mediterranean Games organised in Turkey even as observers. On the other hand, sportspeople from the Republic of Cyprus participated fully in the competition.
According to the news report, the Competition Committee of the Turkish Cycling Federation contacted the Turkish Cypriot cyclists a couple of days before the race and let them know that their rankings would not be announced even if they participated.
