the country is broken because before there was still some hope to repair the small problems, but now the problems have taken enormous proportions that it can be assumed as a broken or dead country. It hurts me to say that....

As with most African countries it was created by Europeans and imposed onto the tribal units. Maybe the Belgians had it working when they had it. Belgium also being an artificial country imposed on Europe.
