THE value of Philippine merchandise exports grew by 22.8% to $4.8 billion in September, 2012, higher than the $3.9 billion shipped out in the same month in 2011, making the country the strongest performer among Southeast and East Asian nations.

THE Philippines and the other members of the Association of South East Asian Nations (ASEAN) together with India recently adopted a Vision Statement to strengthen maritime cooperation.

The Vision Statement aims “to strengthen cooperation to ensure maritime security and freedom of navigation and safety of sea lanes of communication for unfettered movement of trade in accordance with international law including UNCLOS.”

he European Union (EU) has reiterated its support for the peaceful settlement of disputes in the South China Sea in accordance with international law, including the United Nations Convention on the Law of the Sea (UNCLOS).

Alarmed at the escalating tension, the report "urgently appeals to all parties involved to refrain from unilateral political and military actions, to tone down statements and to settle their conflicting territorial claims in the South China Seas by means of international arbitration in accordance with international law, in particular the UN Convention on the Law of the Sea, in order to ensure regional stability.”

The report likewise urged China "unequivocally to commit itself to observing the UN Charter and international law in pursuit of its goals abroad.”

The European Parliament is the directly elected parliamentary institution of the EU. Together with the Council of the EU and the European Commission, it exercises the legislative function of the EU and it has been described as one of the most powerful legislatures in the world

Last May 15, Foreign Affairs Undersecretary Evan P. Garcia briefed the EU on ASEAN's efforts to move forward on a Code of Conduct (COC) with China, and the Philippines' recourse to UNCLOS arbitration as a means to promote a peaceful and rules-based solution to disputes in the West Philippine Sea.

"The Philippines highly appreciates the EU's support for the peaceful settlement of disputes in accordance with international law, including UNCLOS," stated Undersecretary Garcia.

The EU also expressed strong support for ASEAN's efforts to promote human rights in the region, particularly the adoption of the ASEAN Human Rights Declaration (AHRD) and the work of the ASEAN Intergovernmental Commission on Human Rights (AICHR).

Japan backed yesterday the Philippine initiative for arbitral proceedings to clarify maritime zones and entitlements in the South China Sea.
