The NE territories were never part of India until the British colonial rulers of India took it by force and handed them to India at independance.

Nepal and Bhutan for centuries belonged to India. We will take them over when the time is appropriate. Nepal and Bhutan have much untapped resources, we need to take them over to protect them from greedy and barbaric China.

India's modus operandi is to smother its smaller neighbors by discouraging them from establishing political or trade ties with others. This creates a state of dependency which allows India to force open borders after which it will slowly absorb the target state by changing its demographics.
